23. The applicant and/or project developer shall adhere to the recommended noise attenuation <br /> measures in the Environmental Noise Assessment, prepared for BRE Properties, Inc., by Erika A. <br /> Frederick with Charles M. Salter Associates, Inc., dated November 4, 2011, on file with the <br /> Planning Division. All noise attenuation measures shall be incorporated into and/or noted on the <br /> plans submitted to the Building and Safety Division for plan check to the satisfaction of the Director <br /> of Community Development. <br /> 24. The applicant shall submit an exterior lighting plan for the buildings and site, including drawings <br /> and/or manufacturer's specification sheets showing the size and type of light fixtures proposed. All <br /> exterior lighting shall be directed downward and designed or shielded so as to not shine on <br /> neighboring properties or streets and to have the lowest luminosity while still meeting the City's <br /> Security Ordinance. The lighting plan shall be subject to the review and approval of the Director of <br /> Community Development prior to issuance of building permits for the project. <br /> 25. All trash and refuse shall be contained completely within the approved trash enclosures. Trash <br /> containers shall be stored within the trash enclosures at all times, except when being unloaded. <br /> The trash enclosure shall be sized to accommodate trash, recycling, and green waste containers. <br /> Elevation drawings and plan details of the enclosures, including color and material of the <br /> enclosures noted, shall be included in the plans submitted to the Building and Safety Division for <br /> plan check and shall be subject to the review and approval of the Director of Community <br /> Development prior to building permit issuance. <br /> 26. The location of any pad-mounted transformers shall be subject to approval by the Director of <br /> Community Development prior to issuance of permits by the Building and Safety Division. Such <br /> transformers shall be screened by landscaping or contained within an enclosure matching the <br /> building and with corrugated metal gates. All transformers shall be shown on the plans submitted <br /> for issuance of building permits. <br /> 27. Unless a phasing occupancy plan for improvements is approved by the Director of Community <br /> Development, the developer shall complete all of the on-site improvements at one time. <br /> 28. No speed bumps shall be placed within the drive aisles of the project site unless otherwise <br /> approved by the Director of Community Development and Fire Chief. <br /> 29. The applicant shall install a pedestrian-scale, lighted complex directory sign near the driveway <br /> showing the location of apartment building clusters, addresses, units, parking areas, etc. Prior to <br /> the installation, the developer shall submit the design and location of the directory sign to the <br /> Director of Community Development for review and approval. <br /> 30. Prior to installation of any tenant or project identification signs, a comprehensive sign program <br /> shall be submitted for review approval by the Director of Community Development. <br /> 31. The applicant shall install at least two trash and recycling receptacles within the sidewalk area <br /> along the live/work storefronts. The trash receptacle design and locations shall be shown on the <br /> plans submitted for issuance of building permits and shall be subject to review and approval by <br /> the Director of Community Development prior to issuance of building permits for the project. The <br /> tenants of the live/work spaces shall be responsible for emptying and properly disposing of the <br /> receptacles within the on-site trash enclosures at the end of each day. <br /> 32. Only modular newspaper dispensers accommodating more than one newspaper dispenser shall <br /> be allowed outside of the buildings within the development. The design of these dispensers shall <br /> be approved by the Director of Community Development.
