ATTACHMENT 1 <br /> 7. Represent the City and/or serve as liaisons with governing boards of public <br /> and private human service and housing agencies/programs of interest to the <br /> community; <br /> 8. Review and make recommendations to the City Council regarding the annual <br /> operating budget for the City's lower income housing fund and City human <br /> services related, grant programs to human services organizations to maximize <br /> community benefit; <br /> 9. Inform and advise the City Council concerning actions by federal, state and <br /> other public or private human service and housing agencies of interest to the City; <br /> 10. Inform and advise the City Council concerning actions by federal, state and <br /> other public or private human service and housing agencies of interest to the City <br /> 1 I. Appoint the resident representatives to the housing authority commission and <br /> commission liaisons to affordable housing projects; <br /> 12. Advise the City Council on affordable housing and human services matters as <br /> set forth in the General Plan, including the Housing Element. <br /> 2.28.30 Membership; Appointments; Voting <br /> A. The Commission shall have seven regular commissioners, one alternative <br /> commissioner, all of whom shall be residents of the City. <br /> B. The seven (7) regular commissioners and the one (1) alternate commissioner shall <br /> be selected from the community-at-large with one commissioner having expertise in <br /> human services and one commissioner with expertise in affordable housing. The regular <br /> commissioners and alternate commissioner shall be appointed by the Mayor, subject to <br /> ratification by the City Council as provided in the adopted City Council resolution <br /> establishing procedures for appointments to boards and commissions. <br /> C. Commissioners shall be eligible to participate in all activities of the Commission <br /> except that the alternate commissioner shall vote only in the event of an absence or <br /> conflict of interest of one of the regular commissioners. <br /> D. The alternate commissioner may serve as a voting member on any subcommittee <br /> of the Commission and may be designated as the Commission's representative to other <br /> boards and commissions. <br /> E. Commissioners shall be compensated as established by City Council resolution. <br /> 2.28.040 Term of Membership:: <br /> A. Regular commissioners shall be eligible to serve a maximum term of eight years <br /> with two four(4) year terms. <br /> 2 <br />
