ATTACHMENT 3 <br /> This report outlines the areas noted above. <br /> DISCUSSION <br /> Draft Combined Duties for a Housing and Human Services Commission <br /> In 2001, the City Council amended the language for each City commission so that all matters <br /> related to appointments, term of membership, maintenance of membership, vacancies, and <br /> organization were consistent. Further, the City Council determined that meetings should be run <br /> consistent with its rules and operating procedures. As a result, the primary differences between <br /> city commissions relates to the scope of its duties and the number of commissioners serving on a <br /> particular commission, which currently ranges from five to seven members. <br /> As a result of the above, merging the two commissions involves primarily addressing the <br /> membership (number of commissioners serving on the commission) and outlining the <br /> commission's duties. Regarding the duties, staff analyzed the primary responsibilities of both <br /> commissions and has developed a single listing of potential duties that incorporates the primary <br /> responsibilities of both commissions. Included as Attachment 2 is a listing of both of the <br /> commission's current duties and a redline showing the changes made to develop the list below. <br /> The complete City ordinances establishing both commissions are included as Attachment 6. <br /> Note that the list below (and in Attachment 2) does not reflect every current specific <br /> responsibility for each of the two commissions but rather, it attempts to include those that could <br /> form the basis of a merged commission relying on each of the commission's primary <br /> responsibilities. <br /> Draft Listing of Duties for a Merged Commission <br /> • Initiate, pursue, identify and prioritize opportunities for developing affordable housing <br /> developments and programs and human services programs within the City. Evaluate <br /> affordable housing and human services needs and programs and the actions to be taken to <br /> address community needs. <br /> • Cooperate with the private, non-profit and governmental sectors to promote new human <br /> services and affordable housing opportunities. <br /> • Be informed of affordable housing and human services programs, projects, funding, and <br /> affiliated agencies including service types and needs. <br /> • Carry out responsibilities as set forth in the City Inclusionary Zoning Ordinance (Ord. <br /> 1818 §1, 2000). <br /> • Review and evaluate requests from human services and affordable housing providers for <br /> financial assistance, endorsements, and other types of assistance related to human <br /> Page - 2 - <br />
