services and affordable housing projects and programs; make recommendations to the <br /> City Council regarding such requests. <br /> • Coordinate the property, financial management and tenant related issues at City <br /> affordable housing projects as directed by the City Council. When directed by the City <br /> Council, carry out responsibilities related to the Housing Authority of the City of <br /> Pleasanton. <br /> • Represent the City and/or serve as liaisons with governing boards of public and private <br /> human service and housing agencies/programs of interest to the community. <br /> • Review and make recommendations to the City Council regarding the annual operating <br /> budget for the City's lower income housing fund and City grant programs related to <br /> human services as directed by the City Council. <br /> • Inform and advise the City Council concerning actions by federal, state and other public <br /> or private human service and housing agencies of interest to the City (Ord. 1819 § 1, <br /> 2001). <br /> • Appoint the resident representatives to the housing authority commission and <br /> commission liaisons to affordable housing projects (Ord. 1819 § 1, 2001). <br /> • Advise the City Council on affordable housing and human services matters as set forth in <br /> the General Plan, including the Housing Element. (This is new language not included in <br /> either commission.) <br /> Regarding the above, as indicated, staffs approach was not to retain all existing language and <br /> each specific responsibility but rather to develop a listing of duties that would be representative <br /> of a new commission whose major role would be to advise the City Council on both housing and <br /> human services issues. Nevertheless, a final listing of duties is critical for a new commission <br /> since it sets forth its responsibilities and focus and as a result, staff seeks commission comment <br /> and editing. Also, and perhaps more fundamental, staff seeks input regarding the compatibility <br /> of these duties and if there's a sense that they would provide clear direction for a single <br /> commission focusing on housing and human services issues. Finally, feedback regarding a <br /> name for a merged commission would be helpful. Staff has been using "Housing and Human <br /> Services Commission" but other names may be more appropriate. <br /> Potential Commissioner Work Load <br /> Staff, the commissions, and the City Council have expressed concern regarding the potential <br /> work load of a merged commission as it relates to both the number of meetings that may need to <br /> be held and the length of time required to complete the tasks at hand. Further, concern has been <br /> raised that that a merged commission could lose focus on specific areas currently under the <br /> Page - 3 - <br />
