Penny Andersen, Abode Services, Tenant Based Rental Assistance for Tri-Valley Housing
Scholarship Program— Funding Requested: $50,000 - Information about the services provided
by Abode Services was provided to the Commission. They were advised that the program
assists low and very low income students who are enrolled in school. The goal of the program
is to provide housing subsidies for 6 participants throughout a year. However, due to funding
limitations for case management services combined with increasing rents, particularly in
Pleasanton, the agency has been serving fewer participants. During the past year, the agency
served four households with a total of 14 people, some of which were disabled. Ms. Andersen
acknowledged that this is a costly program but clarified that about two-thirds of the total funding
goes directly for rent subsidies and is not related to the provision of case management services.
She added that Abode provides a case manager one day per week at Las Positas College.
A motion was made by Commissioner Casey, seconded by Commissioner Welsh,
recommending to City Council that HOME funds in the amount of$50,000 be allocated for the
Abode Services Tenant Based Rental Assistance for Tri-Valley Housing Scholarship Program.
ROLL CALL VOTE:
AYES: Commissioners Casey, Mermelstein, Welsh, and Chairperson Probert.
NOES: None
ABSENT: None
ABSTAIN: Commissioner Lopez
Mills Seibel, Tri-Valley Housing Opportunity Center, Community Stabilization Program — Funds
Requested: $30,000 - The Commission was advised that this is a HUD approved program and
a great resource for many in the area.
