granted, the funds would allow CRIL to service the 22% of their Tri-Valley clients who live in <br /> Pleasanton. <br /> Shelia Brunson, Eden Council for Hope and Opportunity (ECHO), Senior Reverse Mortgage <br /> Counseling — Funds Requested: $5,000 and Housing Counseling Services, Funds Requested: <br /> $50,000 - The Commission was advised that ECHO has been in the Tri-Valley area since <br /> 1979. Ms. Brunson also provided information about the Home Equity Conversation Program, <br /> Fair Housing, and Rental Assistance. <br /> Vicki Johnson, Neighborhood Solutions, Housing Rehabilitation — Funds Requested: $200,000 <br /> - Information about the program was provided. Commissioners were advised that the Housing <br /> Rehab Program provides small grants and larger loans that enable eligible homeowners to <br /> make needed improvements to their homes, thereby allowing them to remain in their homes. <br /> Commissioner Casey discussed Alternative "B" with fellow Commissioners. He questioned <br /> whether agencies had self-deselected themselves based on program criteria and whether or not <br /> the criteria needed to be modified for future grant years. He also questioned whether staff had <br /> noticed gaps in any particular areas. <br /> Mr. Erickson advised that staff was comfortable with the process and that they had sent out <br /> notices about the grant funding program to over 200 agencies, so did not feel that any agencies <br /> were being overlooked. He suggested that the Commission might wish to consider establishing <br /> priorities for the next funding year similar to the Human Services Commission. <br /> Commissioner Casey questioned options for increasing the coordination of funding among Tri- <br /> Valley cities. He also commented on the decision-making process for the various cities. Mr. <br /> Erickson advised that a good degree of collaboration already existed between the cities of <br /> Livermore and Pleasanton, particularly related to human services, and that agencies generally <br /> base their funding requests on the number of Pleasanton residents to be served. <br /> Mr. Erickson provided information regarding the corrected amount of funding being <br /> recommended for CRIL. <br /> A motion was made by Commissioner Mermelstein, seconded by Commissioner Lopez, <br /> recommending City Council consider the following funding allocations from the Lower Income <br /> Housing Fund: <br /> $10,000 Community Resources for Independent Living — <br /> Housing and Independent Living Services for Disabled <br /> $50,000 Eden Council for Hope &Opportunity— <br /> Housing Counseling Services <br /> $ 5,000 Eden Council for Hope & Opportunity— <br /> Reverse Mortgage Counseling <br /> $65,000 TOTAL <br /> ROLL CALL VOTES: <br /> AYES: Commissioners Casey, Lopez, Mermelstein, Welsh, and Chairperson Probert. <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> Page - 2 - <br />
