Approval of Federal HOME Funds and City Lower Income Housing Funds Related to the <br /> Housing and Human Services Grant (HHSG) Program for Fiscal Year 2012-13 <br /> Mr. Erickson noted that this is the second year since the City implemented the new Housing and <br /> Human Services Grant (HHSG) program, which combined funding from the Community <br /> Development Block Grant (CDBG) and HOME (Home Investment Partnership Program)federal <br /> grants with two local sources (the Lower Income Housing Fund and General Funds allocated for <br /> human services). <br /> A total of twenty-three (23) applications were received by the deadline of January 23 with <br /> funding requests totaling $747,780. Seventeen (17) of the applications were reviewed by the <br /> Human Services Commission for funding through CDBG and City General Funds. The <br /> remaining six (6) applications have been identified for funding through HOME and LIHF and <br /> have been presented for review by the Housing Commission this evening. <br /> Commissioner Casey discussed the recommendation of HOME and LIHF funds as provided in <br /> Attachment 1 of the agenda report, those provided in the Alternative "B" document, and the <br /> funding recommendation made by the Human Services Commission at its March 7 meeting. <br /> Mr. Erickson provided information regarding the thought process used by the Human Services <br /> Commission, their focus on the Alternative "B document, and their desire to meet other requests <br /> that most closely met their expressed priorities. It was also noted that the Human Services <br /> Commission had recommended a lesser amount of funding for Abode Services (for case <br /> management services for the Tri-Valley Housing Scholarship Program) because of a concern <br /> about the number of people that were being served through the program. <br /> The meeting was opened for presentations from the agencies requesting funds. <br /> Michael Galvan, Community Resources for Independent Living (CRIL)— Housing Services for <br /> Disabled — Funding Requested: $20,000—The Commission was advised that the focus of CRIL <br /> is to work with low and extremely low income individuals with disabilities and seniors. Their <br /> target is a specific group of people whose needs need to be taken into consideration. <br /> Transportation issues were discussed, and the Commission was advised that CRIL hopes to be <br /> able to increase accessibility to enable low income persons to get back into the work force.
