The amount to be allocated by the Human Services Commission is $352,187 (the CDBG <br /> and General Fund amounts). <br /> Information about scoring and recommendations made by Commissioners and staff through <br /> ZoomGrants was reviewed by Mr. Erickson. He advised that two (2) funding alternatives were <br /> provided for their consideration. It was also noted that the number of applications this year was <br /> 23 versus 29 for the previous year. Additional information regarding the regional food storage <br /> project under the leadership of Open Heart Kitchen was also provided. <br /> Chairperson Rowland opened the meeting for agency presentations from Axis Community <br /> Health, East Bay Innovations, Eden I&R, and Open Heart Kitchen. Agencies were reminded <br /> that they were allowed five (5) minutes to present with time afterwards for the Commission to <br /> ask questions. Chairperson Rowland noted that representatives from other agencies could also <br /> make brief presentations to the Commission if desired. <br /> Axis Community Health, Sue Compton — Funds Requested: $100,000 for Pre-Development for <br /> Capital Project — Ms. Compton thanked the Commission for its past support of Axis Community <br /> Health. She advised that the agency has outgrown its current facilities and is getting <br /> approximately 450 new patients every month. With this in mind, Axis has purchased a building <br /> in the Hacienda Business Park, but needs support to help pay for pre-development costs and <br /> development of a business plan. Axis is requesting funds for this project from the cities of <br /> Dublin, Livermore, and Pleasanton. The request to Pleasanton is for $100,000. The City of <br /> Dublin has already approved their request. Ms. Compton advised that Axis is hoping to have <br /> everything completed for this project so they can move into the building in about two years. <br /> Commission comments and questions asked of the representative included: <br /> • How Axis will meet their increased challenges during the two-year period before they <br /> occupy the new building. <br /> • How funding requests were proportionate to the number of people served within a city. <br /> • The size of the new building as compared to the current Axis facility. <br /> • Axis' plans to sell their current Railroad Avenue location with the ability to rent back until <br /> the new building is ready. <br /> East Bay Innovations, Linda Ratner — Funds Requested: $12,500 for Ticket to Work <br /> Employment Network — thanked the Commission for its past support. Ms. Ratner advised that <br /> funds requested would be used to help East Bay Innovations serve people with developmental <br /> disabilities and provide information that would help them find employment. She advised that <br /> based on the outcome of the project the agency would begin receiving funds from Social <br /> Security and hopes to then become self-sustaining. <br /> Commission comments and questions asked of the representative included: <br /> • Pleased that the funding request is for seed money and that the program will become <br /> self-sustaining. <br /> • Requested additional details about the project and confirmed that it would not be limited <br /> to those with developmental problems, but would also be available to others who receive <br /> SSD and SDI benefits. <br /> • Questioned how jobs and employers would be identified for participants in the program. <br /> • Whether the program would be made available to VA patients. <br /> Human Services Commission Minutes <br /> March 7, 2012 <br /> Page 2 <br />
