continue its focus of working with the City Council growth management subcommittee and <br /> anticipates amendments to the existing ordinance. <br /> PUD FINDINGS <br /> Please refer to the attached Planning Commission staff report, Attachment 10, <br /> pages 21-24, for a discussion of the considerations needed to approve the proposed PUD <br /> development plans. <br /> HACIENDA PARK <br /> Hacienda Park has authority to review and approve the proposed developments before <br /> they are formally submitted to the City. Hacienda Park's General Manager, James <br /> Paxson, has reviewed and approved the two projects. Staff has provided Mr. Paxson's <br /> action letters in Attachment 14 for the Council's reference. <br /> PUBLIC COMMENT <br /> Notices of these applications were sent to surrounding property owners and tenants within <br /> a 1,000-foot radius of the sites. At the time this report was published, staff had not <br /> received public comments regarding these applications. <br /> ENVIRONMENTAL ASSESSMENT <br /> A Mitigated Negative Declaration has been prepared for the proposed projects. Based on <br /> an initial study, staff believes that the project-related impacts are mitigated, with the <br /> mitigation measures incorporated in the project's design or required by conditions of <br /> approval, and that there would be no significant or unmitigated environmental impacts. <br /> Staff, therefore, believes that the Mitigated Negative Declaration can be issued in <br /> conformance with the California Environmental Quality Act (CEQA). If the City Council <br /> concurs with this environmental assessment, it must make the finding that the Mitigated <br /> Negative Declaration is appropriate prior to approving the projects. <br /> CONCLUSION <br /> Staff concludes that the projects are consistent with the Hacienda TOD Standards and <br /> Design Guidelines with the acceptable exceptions referred to in this report and is <br /> consistent with the City's policies of creating high quality, higher-density housing <br /> communities near the Hacienda Dublin/Pleasanton BART station. Staff believes that the <br /> building designs are attractive and that the architectural style, colors, and materials of <br /> each site are compatible with surrounding developments. The proposed projects also <br /> would provide 38 rental units on each site available to very-low-income households which <br /> would help the City to meet its lower income housing goals.
