1. Separate sidewalks from curbs to provide better pedestrian experiences in several <br /> internal locations. Incorporate paving enhancements in several additional locations to emphasize <br /> entries and key pedestrian crossings. Staff has added conditions to address this <br /> issue. (Condition No. 39 of Exhibit A-1 and Condition No. 37 of Exhibit A-2) <br /> 3. Revise building elevations on four-story buildings on Owens Drive and the Owens <br /> Drive/Willow Road corner to be less residential in character and to enhance the <br /> signature corner. Staff has asked the applicant to prepare an alternative elevation <br /> for Council consideration. <br /> 4. Lower the sills of the storefront windows in the live/work spaces along Owens Drive. <br /> Staff has added a condition lowering the sills by 12 inches.(Condition No 40 of <br /> Exhibit A-1) <br /> 5. Enhance parapet caps on entry/stairwell elements. Staff has added a condition to <br /> address this issue. (Condition No. 41 of Exhibit A-1 and Condition No. 38 of <br /> Exhibit A-2) <br /> 6. Enhance treatments (e.g., landscaping treatments) along garage openings facing <br /> internal open spaces. Staff has added conditions to address this issue. (Condition <br /> No. 42 of Exhibit A-1 and Condition No. 39 of Exhibit A-2) <br /> Climate Action Plan <br /> On February 7, 2012, the City of Pleasanton adopted a Climate Action Plan (CAP). The <br /> CAP was reviewed by the Bay Area Quality Management District and was deemed a <br /> "Qualified Greenhouse Gas Reduction Strategy" in accordance with the District's CEQA <br /> guidelines. Implementation of the CAP will occur over several years and will consist of <br /> amendments to regulations and policies related to Land Use and Transportation, Energy, <br /> Solid Waste, and Water and Wastewater, which will result in reductions in greenhouse gas <br /> emissions in compliance with the targets set by AB 32 California's Global Warming <br /> Solutions Act. In advance of full implementation of the City's CAP, staff has analyzed the <br /> consistency of this project with the CAP and is recommending several conditions of <br /> approval which address specific supporting actions included in the CAP. Staff has <br /> included a draft CAP compliance checklist for Site 1 as Attachment 12 and for Site 2 as <br /> Attachment 13. Staff believes that as conditioned, the proposed project is consistent with <br /> the Climate Action Plan. <br /> Growth Management <br /> Two growth management agreements for the two sites are included with Attachment 7. <br /> The agreements state that all 506 units (including the eight live/work units) will receive <br /> growth management approval in 2012. In the event building permits are not pulled in <br /> 2012, growth management approval is carried over to the following year(s). <br /> The City Council has had discussion regarding revisions to the existing growth <br /> management ordinance which may impact future projects. However, considering the <br /> focus of these two projects within the Settlement Agreement, and considering that staff is <br /> unaware of existing constraints that would prevent the issuance of growth management <br /> approval, it is recommending approval of the growth management agreements. <br /> Notwithstanding the approval of growth management for these two developments, staff will <br /> Page 12 of 14 <br />
