To be continued to April 17, 2012 <br /> THE CITY OF <br /> pLEAsANTON€ CITY COUNCIL AGENDA REPORT 1 1 <br /> April 3, 2012 <br /> Community Development <br /> Planning Division <br /> TITLE: CONSIDER APPLICATIONS FOR: (1) PLANNED UNIT DEVELOPMENTS <br /> INCLUDING PUD-85-08-12D (WP CAREY, LOCATED AT THE <br /> SOUTHEAST CORNER OF OWENS DRIVE AND WILLOW ROAD) AND <br /> PUD-81-30-86D (BRE, LOCATED AT THE NORTHERN CORNER OF <br /> GIBRALTAR DRIVE AND HACIENDA DRIVE) FOR MIXED-USE HIGH- <br /> DENSITY RESIDENTIAL/COMMERCIAL DEVELOPMENTS IN HACIENDA <br /> BUSINESS PARK; (2) AMENDMENTS TO THE PHASE I AND PHASE II <br /> DEVELOPMENT AGREEMENTS (P11-0856); AND (3) THE MITIGATED <br /> NEGATIVE DECLARATION PREPARED FOR THE PROJECTS <br /> SUMMARY <br /> The applications are for a mixed-use high-density residential/commercial development <br /> containing 251 residential units, four live/work units, and approximately 5,700 square- <br /> feet of retail space on the WP Carey site (Site 1); and a high-density residential <br /> development containing 247 residential units, four live/work units, and an approximately <br /> 0.55-acre public park on the BRE site (Site 2). <br /> HOUSING COMMISSION RECOMMENDATION <br /> The Housing Commission recommended approval of the affordable housing <br /> agreements. Please refer to Attachment 4 and Attachment 5 for the affordable housing <br /> agreements. <br /> PLANNING COMMISSION RECOMMENDATION <br /> The Planning Commission recommended approval of the PUD development plan <br /> applications, exceptions to the Hacienda TOD Standards and Design Guidelines, and <br /> amendments to the Development Agreement subject to the conditions of approval in <br /> Attachment 1 and Attachment 2. <br /> RECOMMENDATION <br /> 1. Find that the projects would not have a significant effect on the environment and <br /> adopt a resolution approving the draft Mitigated Negative Declaration <br /> (Attachment 3); <br /> 2. Find that the exceptions to the Hacienda TOD Standards and Design Guidelines as <br /> stated in the March 14, 2012, Planning Commission staff report (pages 12-15 in <br /> Attachment 10) are appropriate for the two sites; <br /> 3. Make the PUD findings for the proposed development plans as stated in the March <br /> 14, 2012, Planning Commission staff report (pages 21-24 in Attachment 10); <br />
