improvements in technology, consistency with the equipment, and the current
availability of replacement parts.
• Canine Unit Supplies $5,300
Some of the equipment currently used by the Canine Unit is worn out and in need of
replacement. The Unit would like to replace their multi-purpose harnesses, police
collars, patrol car cages, and electronic stimulation collars. Additionally, they would like
to purchase some new equipment which is essential in training the canines. This
includes leg sleeves, hidden sleeves, a trial jacket, neoprene gauntlets, and a muzzle
vest. In order to properly store this equipment the Unit desires to include an equipment
bag in the purchase.
• Tactical/Resource Robot $25,000
Recently the SWAT Team evaluated the types of incidents the team was being used for
and it was determined the majority of SWAT deployments were for high risk search
warrants. The team had also been deployed on barricaded suspects and hostage
rescue missions. The team does not possess a robot which could be used in these
types of incidents. Purchasing a robot that contains a video camera, audio monitoring
and a manipulator arm will improve the safety of officers, the public, and the suspect by
allowing the SWAT Team to deploy the robot into a structure from a safe location prior
to the SWAT Team entering.
• Field Trauma Kits $9,800
Often time's officers find themselves in potentially high risk situations in which it is often
impractical for Emergency Medical Services to respond to the immediate area.
Currently the department's First Aid kits are not equipped with medical tools to treat
traumatic injuries such as gunshot and severe puncture wounds. Recent
advancements in medical technology have increased the survivability rate of traumatic
injuries when some form of immediate aid is used in the field. The issuance of
Individual Trauma Kits would provide police personnel with the necessary medical
equipment required to treat traumatic life threatening injuries such as gunshot wounds
and severe bleeding. Each of the kits would minimally include the following: nitrite
gloves, shears, Blood Stopper, QuickClot single dose, Asherman chest seal, abdominal
pad, gauze pads, medical tape, pressure dressing, and a C.A.T. field tourniquet.
• High Definition Camcorders $2,400
The Police Department currently possesses two aging camcorders. One is an analog
model and the other is a digital "miniDV" style. Both of these utilize cassettes as a
recording medium and record with Standard Definition quality. In order to view video
footage from these camcorders requires a connection to a television or a time
consuming transfer to a computer, requiring special connections or a digital/analog
converter. In recent years technological improvements have been made in the
widespread use of high definition video. The purchase of high definition camcorders will
enable the capture of minute details at a crime scene and, enable video capture on a
Page 6 of 7
