With the ability to read over 10,000 license plates per <br /> shift, ALPR systems exponentially increase an officer's effectiveness while performing <br /> traditional patrol duties. Regionally, nationally, and internationally, ALPR technology has <br /> proven to be an invaluable asset in the recovery stolen property and vehicles, <br /> apprehension of criminals, identification of criminal activity, and the investigation of <br /> multi-jurisdictional crimes including anti-terrorism and Homeland Security investigations. <br /> With this allocation of funds the Police Department will likely be able to purchase three <br /> ALPR systems. <br /> • GPS Tracking Device $7,700 <br /> The Police Department currently has one GPS tracking device. That particular device <br /> has seen significant use in the past twelve months and there have been several <br /> occasions where various units of the Police Department have needed the GPS tracking <br /> device at the same time. The tracking units are utilized to monitor subjects suspected <br /> of criminal activity and allow police personnel to track activity without spending large <br /> amounts of manpower on surveillance. The addition of another GPS tracking device <br /> will provide for greater flexibility and improve efficiency in monitoring multiple suspects. <br /> • Batshield and Light $4,600 <br /> The Batshield is a lightweight, pliable, protective shield which provides 6.2 square feet <br /> of coverage, enough to protect up to two officers and will defeat multiple impacts from <br /> most handguns, shotguns, and pistol caliber submachine gun threats. The Special <br /> Enforcement Unit and the Investigations Unit, who conduct more search warrant entries <br /> and probation searches, than a Patrol Officer or SWAT Team members currently do not <br /> have a dedicated shield resource. <br /> • "Safe Wrap" Restraint Devices $5,200 <br /> Safe Wrap devices are designed to prevent injury to a person in custody or another <br /> person, or to prevent property damage caused by the person in custody using their legs <br /> in a manner likely to cause an injury or damage. The wrap is used to bind and <br /> immobilize the person's legs. Currently the Police Department only has two Safe Wraps <br /> deployed in the field; one in each of the two Supervisors' vehicles. Field Officers and <br /> Supervisors are frequently not at the same location when handling calls for service <br /> which can result in a delay in obtaining a Safe Wrap. The purchase of additional Safe <br /> Wrap devices will allow for an increased distribution in the field and subsequently <br /> enhance officer safety by improving timely accessibility to the devices. <br /> • Patrol Bicycles $9,200 <br /> The Police Department has operated a bicycle program for a number of years, currently <br /> the fleet of 11 bicycles has only 3 fully operational bicycles. These bikes range in age <br /> from 10-13 years and are equipped with differing braking and gear components, as well <br /> as different lighting and siren systems. Additionally, locating replacement parts has <br /> become increasingly difficult. In alignment with our commitment to Community Policing <br /> the Police Department would like to reequip our bicycle officers with new bicycles due to <br /> Page 5 of 7 <br />
