M&S Job#19639.010 <br /> Exhibit A <br /> Page 4 of 9 <br /> Note: Based on preliminary conversations with the City,the Consultant understands that applications <br /> have already been submitted to PG&E for the relocation of the existing utilities on the west side of the <br /> roadway. <br /> 1.6 Design Submittal-30% Level—Plans and Estimates <br /> Prepare a 30%design submittal and design memorandum (which will includes preliminary opinions of <br /> construction costs)that details the horizontal alignment and geometric configuration of surface <br /> improvements, lane configurations and above ground signal equipment(existing and proposed). <br /> This submittal will integrate discussions with City Staff thus far as well as the concepts identified in the <br /> 2009 General Plan Update,Staples Ranch Draft Environmental Impact Report(DER),the City's Traffic <br /> Impact Fee (TIF) update,the Ironhorse Trail Feasibility Study and the Bikeways Master Plan document. <br /> The Consultant will also review the City provided traffic counts and updated traffic model and provide <br /> recommendations to be included into the 30%design. <br /> The Consultant will work with City to arrive at a single preferred design concept to be taken forward into <br /> final design. <br /> This 30%submittal is intended to be used as a basis of design, delineate the anticipated right-of-way <br /> acquisitions,and to facilitate meetings and coordination with project stakeholders and interested <br /> parties including the City of Pleasanton, DSRSD, Kinder Morgan, PG&E,Zone 7,Comcast, AT&T, and the <br /> Hacienda Business Park. <br /> Deliverables: 30%Plans, Design Memorandum, and a Preliminary Cost Estimate <br /> TASK 2—PLANS,SPECIFICATIONS& ESTIMATES <br /> Construction Documents consisting of Plans, Specifications and Estimates from each discipline will be <br /> incorporated into the 50%, 90%, and final design submittal. Each re-submittal will incorporate the City's <br /> comments and provide responses to comments in written format.All documents will be prepared to City, <br /> County and State design requirements(as applicable). <br /> 2.1 Design Submittal—50%Level—Plans and Estimates <br /> During the initial engineering process the MacKay&Somps design team will identify issues, investigate <br /> alternatives and work out major issues in conjunction with the client's input.We will culminate the <br /> results of our preliminary engineering and coordination effort with the submittal of the 50% PS&E <br /> design. <br /> Some key items that will be addressed as part of this 50%submittal include: <br /> • Preliminary Street and Drainage improvements. <br /> • Preliminary Signing and Striping modifications in accordance with Caltrans design standards, <br /> California MUTCD guidelines, and the City's current design standards. <br /> •• Separate Plan and Profile sheet identifying horizontal location of the Kinder Morgan pipeline and it's <br /> relation to the proposed improvements. <br /> + Preliminary Water Quality Plan identifying opportunities within the project and adjacent City owned <br /> property to address storm water quality and the Municipal Regional Permit. No hydromodification <br /> analyses are anticipated with the project scope. <br /> + Preliminary signal layout with locations of the signal equipment including the layout of the traffic <br /> signal equipment, including locations of the signal controller/cabinet, poles, pedestrian countdown <br /> signals,emergency vehicle pre-emption,and intersection safety lighting.
