This primary study goal was to determine if residential,commercial,and industrial solid waste <br /> rates were aligned with the cost of providing these services. <br /> • Conducted two comprehensive base year rate reviews of Concord Disposal Service for the City of <br /> Concord. <br /> • Manager to evaluate the remaining unfunded closure and post-closure costs of the Tri-Cities Recycling <br /> and Disposal Facility(TCRDF,formerly Durham Road Landfill). At the time,the landfill was due to <br /> close in the next two years. The engagement was conducted for the Durham Road Landfill Authority, <br /> comprised of the Cities of Fremont,Newark,and Union City(Tri-Cities). <br /> • Lead consultant to assist San Diego Solid Waste Authority with an initial financial feasibility study for <br /> a$100 million Municipal Bond Issuance project which included sensitivity analyses of projected fixed <br /> and variable costs, five-year forecasting of revenues under various system tipping fee scenarios, <br /> regional competitor studies,and valuation analysis of landfill assets and worth. <br /> • Lead consultant on a three-year rate review of the City of Vacaville's franchised solid waste hauler, <br /> Vacaville Sanitary Service, Inc.,a Norcal subsidiary,that included an operating ratio survey, landfill <br /> closure/post-closure liability evaluation,assessment of future permitted landfill capacity impacts, <br /> analysis of new programs(e.g.,household hazardous waste,battery program,and yardwaste collection), <br /> and evaluation of semi-automated refuse collection options. <br /> • Lead consultant to assist the City of San Luis Obispo to develop solid waste rate setting policies,a rate <br /> setting process,and a new franchise agreement. A rate setting process and methodology manual was <br /> prepared for the City,providing a formal structure for establishing commercial and residential garbage <br /> rates. We also conducted a base year rate review of San Luis Garbage. <br /> • Managed a damage assessment for the Tri-Cities(City of Fremont,Newark,and Union City)in support <br /> of a mediation related to Waste Management of Alameda Comity v. City of Fremont. et at. WMAC,the <br /> waste hauler and landfill owner/operator for the Tri-Cities,filed a multi-million dollar lawsuit against <br /> the Tri-Cities. <br /> • Consultant to assist the California Department of Conservation to determine the cost of recycling <br /> beverage containers in California. Trained a group of audit staff to measure the costs of recycling <br /> beverage containers. Specifically developed a methodology for determining the costs of a materials <br /> recovery facility(MRF). <br /> • Lead consultant to assist the California Department of Conservation to develop a training curriculum <br /> and manual and conducted a formal four-week training course on how to measure the costs of recycling <br /> aluminum,glass,and plastic beverage containers. <br />
