NYLLND LEAD CONSULTANT <br /> Firm Position <br /> Mr.Nylund is a Principal with NewPoint Group. He has been with NewPoint Group for fifteen years. Mr. <br /> Nylund has 20 years of consulting experience, 18 of which have been in the area of solid waste consulting <br /> for local governments. He has successfully completed over 100 separate consulting projects, most <br /> involving fiscal and financial analysis. Prior to joining NewPoint Group,Mr.Nylund spent several years <br /> with Ernst&Young and Deloitte&Touche(Audit Practice)as a public sector solid waste management <br /> consultant. <br /> Relevant Experience <br /> • Manager to complete the second base year rate review of the City of Martinez's franchise hauler,Allied <br /> Waste Services Inc.,dba Pleasant Hill Bayshore Disposal(PHBD). In 2000,we had prepared a rate <br /> setting process and methodology manual for this hauler and had assisted the City to implement a new <br /> yard waste and mixed paper recycling program. In 2005,we assisted the City to evaluate and <br /> subsequently implement an automated collection system. In 2008,we managed a base year rate review. <br /> In 2011,we assisted with franchise negotiations and a rate manual update. <br /> • Manager to conduct a base year rate review of Recology Yuba-Sutter for the Regional Waste <br /> Management Authority(Yuba-Sutter). <br /> • Project Manager to develop Solid Waste Management Plan for El Dorado County. <br /> • Project Manager to conduct a five-year compliance audit of Measure D for the Alameda County Source <br /> Reduction and Recycling Board. <br /> • Manager to conduct a Diversion and Recycling Tracking Study for the City of Pleasanton. <br /> • Manager to complete a rate setting policies and procedures manual and base year rate review of one of <br /> Contra Costa County's franchise haulers,Allied Waste Services Inc.,dba Pleasant Hill Bayshore <br /> Disposal(PHBD). <br /> • Project Manager to develop a rate setting manual for a Contra Costa County refuse collection hauler, <br /> Republic Services,Inc.,dba Richmond Sanitary Service,Inc.(RSS). We developed a methodology for <br /> West Contra Costa County areas(e.g.,El Sobrante,Montalvin Manor,North Richmond,Rollingwood, <br /> and Richmond Heights)consistent with rate setting in other County areas. We completed base year rate <br /> reviews of RSS in 2003,2008,and 2011. <br /> • Manager to complete a rate setting policies and procedures manual and two base year rate reviews of <br /> one of Contra Costa County's franchise haulers,Garaventa Enterprises. We also have assisted with <br /> ongoing interim year rate reviews. <br /> • Conducted eight years of rate reviews for the City of Vallejo's franchised garbage haulers,Recology <br /> Vallejo(previously Vallejo Garbage Service and Vallejo Recycling). Conducted negotiations with each <br /> company,recommended new rates,and presented results to Council with unanimous Council approval <br /> in virtually all cases. <br /> • Managed a project to negotiate with the City of Concord's franchise hauler on a franchise extension <br /> request. Rather than incur significant expense to re-bid the contract,as a trade off for an extension,we <br /> assisted the City to negotiate a number of new program options and other service enhancements while <br /> meeting diversion requirements and maintaining stable rates. We are in the process of evaluating the <br /> potential to transition to automation in the City. <br />
