Continued to February 21, 2012 - Public Hearing: P11-0731, Carl Pretzel (Appellant); Robert <br /> Baker (Applicant) — Consider an appeal of a Planning Commission decision approving an <br /> Administrative Design Review to construct an approximately 74-foot long fence, varying in height <br /> from 72 inches to 83 inches between 3647 and 3633 Glacier Court North <br /> CONSENT CALENDAR ITEMS 1 THROUGH 9 <br /> City Manager Nelson Fialho provided a brief history and overview of the requested action. He explained <br /> that tonight culminates the first step in the Council's commitment to rezone properties by a date certain, <br /> as reflected in the settlement agreement with the State of California and Urban Habitat. The <br /> comprehensive public process leading up to this action included a special community task force, public <br /> meetings and joint workshops between the City Council and Planning Commission. At the January 2, <br /> 2012 meeting, the Council took action to certify the Environmental Impact Report with some <br /> modifications to the proposed mitigations in order to better reflect some of the Council's concerns. The <br /> Council also took action on the first reading of the ordinance related to the rezonings. <br /> Community Development Director Dolan reviewed the Council's action at the previous meeting, <br /> including several requested changes to mitigation measures and language in the final EIR. The first two <br /> revolve around the fact that the City is about to embark on its own task force, exploring local regulations <br /> as related to historic structures. Language was added to two different mitigation measures indicating <br /> that the determination of whether or not a structure is historic will be based on policies and local criteria, <br /> as may be adopted by the City of Pleasanton. In terms of school impacts, language was added that <br /> obligates the City to work with the school district to locate sites and plan for additional school facilities, <br /> as made necessary by this expansion of residential development. The Council also expressed concern <br /> about the potential impacts to traffic and water supply and the fact that the City is preparing to embark <br /> on a public process regarding a growth management program. Staff added language to tie both <br /> measures back to the General Plan's Housing Element Program 9.1 regarding growth management to <br /> ensure that residential development is consistent with the City's infrastructure capacity. In addition to <br /> the General Plan amendments, the Council took action on one specific plan amendment and several <br /> rezonings to accommodate the required designation of residential property. <br /> Mr. Dolan provided a brief review of the previous meeting's staff report, stating that the goals in <br /> identifying sites for rezoning were to develop a geographic distribution throughout the city, eliminate <br /> concentration in any one area, insure utility infrastructure and street access, and to select sites near <br /> transit, jobs centers, or highway access. The Council further concluded that the Downtown site that was <br /> on the list would be reserved for future discussion of other civic uses and also to eliminate properties <br /> located in what has been designated as the East Pleasanton Specific Plan area so as not to <br /> presuppose the outcome of that planning effort. <br /> City Council Minutes Page 3 of 5 January 10, 2012 <br />
