The second reading of the rezonings is before the Council tonight and adoption of the remainder of the <br /> Housing Element document, including policy amendments, will come back before the Council for <br /> adoption in February. <br /> Vice-Mayor Cook-Kallio opened the item for public comment. <br /> Julie Testa said she has always understood that growth must pay its own way and not be a burden on <br /> existing residents. The dire reality of current overcrowding has not been mitigated in a way that does <br /> not negatively affect existing neighborhoods or the community. The Pleasanton School District, which <br /> mismanaged the capital funds that were once available, will likely come back to the community for a <br /> combined bond and parcel tax and those who have already paid their share in the community will <br /> absorb the burden of this growth. She felt that more serious discussion was in order prior to these <br /> rezonings and asked that the Council mandate truly cooperative efforts moving forward. <br /> At Councilmember Sullivan's request, Mr. Dolan recapped the proposed mitigations to school impacts. <br /> Vice-Mayor Cook-Kallio closed the public comment. <br /> Councilmember McGovern said that with these rezonings, which are required by law, the time has <br /> come to reestablish a schools subcommittee to examine the current situation as well as the resulting <br /> need of this and other rezonings. <br /> Councilmember Sullivan recommended that staff prepare an agenda for the next joint meeting with the <br /> school district to brainstorm these kinds of ideas and develop concrete plans to move forward with <br /> these types of discussions. He stressed the need to go beyond the current scope of discussions and <br /> really get to the heart of the mitigation plan. <br /> Mr. Fialho said staff did just that at today's school district liaison meeting. Staff tailored the agenda to <br /> address the Housing Element, demographer's report, the district's Facilities Master Plan and cash flow <br /> as what the district could project from that growth. He explained that the district's approach has always <br /> been that it cannot plan until the rezonings are more concrete, which he certainly understands from an <br /> administrative perspective. <br /> Councilmember Thorne supported the concept of a liaison subcommittee that incorporates the <br /> development community as a stakeholder. <br /> Vice-Mayor Cook-Kallio said she has discussed the general issue with members of both the school <br /> board and development community.
