Finding: Specific economic, social, and environmental con-
siderations make infeasible the continued use of the
existing route ("no project" alternative).
Facts: See below for beneficial impacts. Also note that
trucks on these routes would be one-sixth to one-fourth
the number now using the Stanley-First-Sunol route and
would have far less damaging effects.

7. Significant Effect: Increase in particulates along the
North Livermore Avenue route.

Finding: Mitigation (street sweeping) is within the
jurisdiction of another public agency (City of
Livermore).
Facts: Street sweeping reduces the amounts of dust particles
present which can be entrained by large trucks and other
vehicles, and street sweeping is a municipal function
within each City's limits.

Finding: Alternate routes (El Charro Road or Highway 84
freeway) are the responsibility of other public agencies.
See #3 above.
Facts: Alternate routes would eliminate the need for trucks
to use the North Livermore Avenue route.

Finding: Specific economic, social, and environmental
considerations make infeasible the continued use of the
existing route ("no project" alternative).
Facts: See below for the beneficial impacts. Also note that
this route would have one-sixth to one-quarter of the
existing particulates as the Stanley-First-Sunol route.

8. Significant Effect: Introduction of intrusive noise into
residential areas.

Finding: Short-term mitigation measures (walls, sound-
proofing, etc.) are Within the jurisdiction of another
public agency (City of Livermore) to implement.
Facts: Intrusive noise as well as marginally increased
ambient levels can be lessened by erecting walls
(about 10 dBA reduction) or soundproofing residences
(reduction varies - about 10-20 dBA feasible).

Finding: Alternate routes (El Charro Road or Highway 84
freeway) are the responsibility of other public agencies.
See #3 above.
Facts: Alternate routes would eliminate the need for
trucks to use the North Livermore Avenue route, elimi-
nating any truck noise.

-4-
