irrational driving behavior and would enable trucks to <br /> traverse Highway 84 safely in their respective lanes. <br /> Long-term measures would eliminate the need for trucks <br /> to use Highway 84. <br /> <br /> Finding: Specific economic, social, and environmental <br /> considerations make infeasible the continued use of the <br /> existing route ("no project" alternative). <br /> Facts: See below for beneficial impacts, one of which is a <br /> potential reduction in accidents on the Stanley-First- <br /> Sunol route. <br /> <br />5. Significant Effect: Creation of a possible traffic safety <br /> problem at the Isabel-Stanley intersection. <br /> <br /> Finding: Mitigation, if necessary, is within the responsi- <br /> bility of another public agency (Alameda County) which <br /> can install deceleration/acceleration lanes. <br /> Facts: Sufficient right-of-way is available for <br /> deceleration/acceleration lanes; left-turning <br /> trucks would be empty (rather than full as at present) <br /> and would be better able to merge with Stanley traffic. <br /> <br /> Finding: Specific economic, social, and environmental <br /> considerations make infeasible the continued use of the <br /> existing route ("no project" alternative). <br /> Facts: See below for beneficial impacts. Also note that the <br /> existing route requires left-turn maneuvers across <br /> Stanley traffic at not only the Lone Star entrance but <br /> also at the Kaiser and Rhodes-Jamieson entrances, <br /> one-half to two-thirds of all left-turn maneuvers <br /> would be eliminated and removed to freeway interchanges <br /> with adoption of the project. <br /> <br />6. Significant Effect: Reduction in life of and increased <br /> maintenance costs for roadways along the North Livermore <br /> Avenue and Highway 84 routes. <br /> <br /> Finding: Mitigation measures are beyond the control of <br /> public agencies (increased train usage, legal loads) <br /> or are within the jurisdiction of other public <br /> agencies (long term solutions of a public E1 Charro <br /> Road or Highway 84 freeway). <br /> Facts: Long-term measures would eliminate trucks from <br /> these routes. See #2 above for train vs. truck and <br /> legal load facts. <br /> <br /> -3- <br /> <br /> <br />
