Finding: Specific economic, social, and environmental con-
siderations make infeasible the continued use of the
existing route ("no project" alternative).
Facts: See below for the beneficial impacts. Also note that
the existing route suffers unacceptable noise levels
which would be significantly reduced whereas increases
in ambient levels along the North Livermore Avenue route
would be unnoticeable.

SUMMARY OF BENEFICIAL IMPACTS

1. Decrease in gravel truck - pedestrian-bicycle-auto conflicts.

2. Improved level of service at signalized Ray-Vineyard-First
intersection.

3. Postponement of major repairs on Stanley-First-Sunol
corridor and extension of street life.

4. Decrease in noise level along existing corridor bene-
fitting both residents and school operations.

5. Reduction in localized pollutants along existing corridor,
particularly dust.

6. Growth inducement for commercial development along
existing route.

7. Reduction in vehicular accidents along existing route.

8. Elimination of hazards/pollution of parked and/or idling
trucks along existing route.

STATEMENT OF OVERRIDING CONSIDERATIONS

The beneficial effects of the project summarized above, especially
when seen in the content of some 50+ years of remaining life of
the quarries, clearly outweigh the significant environmental
effects of the project.

-5-
