Finding: Physical improvements to the private roads <br /> to reduce maintenance and increase longevity are within <br /> the capability of the private firms to effectuate, <br /> as are increasing train usage and ensuring legal <br /> loads. <br /> Facts: The roads are private and road construction materials <br /> are readily available to the quarry companies; choice <br /> of using truck vs. train transportation is a market <br /> consideration under control of the companies (and the <br /> PUC) and weight limits can be enforced at each company's <br /> weigh station. <br /> <br /> Finding: Specific economic, social, and environmental con- <br /> siderations make infeasible the continued use of the <br /> existing route ("no project" alternative). <br /> Facts: See below for the beneficial impacts. Postponement <br /> of major repairs and extension of street life on <br /> City streets is one of these beneficial effects. <br /> <br />3. Significant Effect: Slowing Highway 84 traffic. <br /> <br /> Finding: Short-term mitigation measures identified in the <br /> EIR are the responsibility of another public agency <br /> (Caltrans) and can and should be adopted by it. <br /> Facts: Installing turn-outs and/or passing lanes would relieve <br /> the queues which may develop behind slow-moving trucks. <br /> <br /> Finding: Longer-term measures - either on E1 Charro route <br /> for Lone Star or Highway 84 freeway - are within the <br /> responsibility of other public agencies (see above). <br /> Facts: Either route would eliminate the need for trucks to <br /> use Highway 84, but each is not now an operative public <br /> road. These roads lie outside Pleasanton's boundaries <br /> and jurisdiction. <br /> <br /> Finding: Specific economic, social, and environmental con- <br /> siderations make infeasible the continued use of the <br /> existing route ("no project" alternative). <br /> Facts: See below for the beneficial impacts. <br /> <br />4. Significant Effect: Increase in collisions on Highway 84. <br /> <br /> Finding: Short-term and long-term measures identified in the <br /> EIR are the same as those for effect ~3 above with the <br /> addition of other minor street widening/striping and <br /> are the responsibility of another agency (Caltrans <br /> and possibly Alameda County). <br /> Facts: Installing turn-outs, passing lanes, and widened <br /> turn lanes would relieve queues which can lead to <br /> <br /> -2- <br /> <br /> <br />
