ENVIRONMENTAL IMPACT FINDINGS <br /> <br /> AND <br /> <br /> STATEMENT OF OVERRIDING CONSIDERATIONS <br /> <br />This attachment is a portion of City of Pleasanton Ordinance <br />No. 954 concerning the regulation of the use of City streets for <br />gravel trucks. Pursuant to CEQA and State and local guidelines, <br />this attachment presents in summary fashion findings and facts, <br />based on the public record, as to the reasons the City Council is <br />adopting this ordinance in spite of significant environmental <br />effects as identified in the full EIR (EIR plus Supplement) pre- <br />pared for this project. <br /> <br />SUMMARY OF SIGNIFICANT EFFECTS <br /> <br /> 1. Significant Effect: Increased energy usage. <br /> <br /> Finding: Alternate route as alternative (Highway 84 freeway) <br /> is the responsibility of another public agency (Caltrans). <br /> Facts: All existing alternate routes are longer in distance <br /> and possibly in time; increased time/distance requires <br /> additional fuel per trip. This impact is unmitigable <br /> short of building a shorter route (Highway 84 freeway). <br /> <br /> Finding: Specific economic, environmental, and social <br /> considerations make infeasible the continued use of <br /> the existing route ("no project" alternative). <br /> Facts: The summary list of beneficial impacts associated <br /> with removal of the trucks from the Stanley-First- <br /> Sunol route is included below. Continuation of the <br /> truck traffic on this route for the 50+ remaining years <br /> of quarry life accentuates these beneficial impacts. <br /> <br />2. Significant Effect: Reduction in life of and increased <br /> maintenance costs for private E1 Charro Roads. <br /> <br /> Finding: Public E1 Charro Road as an alternative is <br /> the responsibility of another public agency (Alameda <br /> County). <br /> Facts: A public E1 Charro Road would switch maintenance <br /> costs to the public; such a public road has been and <br /> is being studied. Pleasanton, Alameda County, and the <br /> gravel companies will continue to work to adopt a <br /> route for and financing plan for a public E1 Charro <br /> Road. <br /> <br /> <br />
