5.Responses to Comments at the Public Hearing on the Draft EIR <br /> dispersal.The display of interpretive material,such as a printed brochure,could be <br /> based on the photographs produced in the HAGS/HAER documentation,and the <br /> historic archival research previously prepared for the resources in and near the project. <br /> • Preservation and Relocation. After recording a structure in its original location a <br /> building could be moved to a new location on or off the project site.The new setting <br /> would strive to preserve the original historic context of the structure. <br /> • Preservation and Reuse. After recording a structure in its original state,the structure <br /> could be adapted to serve the objective of the proposed project,as an auxiliary structure <br /> or a component of the main use. <br /> • Architectural Resource Salvage Opportunities. After recording and at least 30 days <br /> prior to demolition,the interested parties would have the opportunity to salvage <br /> architectural elements for re-use or curation. Items selected would be removed in a <br /> manner that minimizes damage to those items. <br /> Mitigation measures outlined in the Draft SEIR are intended to be part of the overall <br /> consideration of impacts to historical resources as part of the proposed Housing <br /> Element. While implementation of Mitigation Measures 4.D-Ia and 4.D-lb would <br /> lessen project impacts, demolition of a historical resource is a significant adverse <br /> change that cannot be mitigated to a less-than-significant level. These proposed <br /> mitigation options, therefore,will be discussed and refined by the project applicant and <br /> the Community Development Department. <br /> Planning Commission Vice Chair Jerry Pentin <br /> Comment: Emphasizes that photographs of historic resources are archived and used for research. <br /> Response: As noted by the commenter, the HAGS, HAER,and HALS are programs of the <br /> National Park Service aimed at creating a detailed record of historical buildings and <br /> structures. HABS/HAER recordation includes architectural drawings, large format <br /> photography in accordance with HABS/HAER specifications, historical research, and <br /> written reports in both short format and outline format. <br /> HABS/HAER all require documentation to be done on large format,black and white film. <br /> Digital capture does not meet the requirements no matter how much resolution. Many other <br /> documentation and mitigation parameters for environmental or historic preservation like <br /> CEQA,NEPA and Section 106 are based upon HAGS standards and as such,they must also be <br /> recorded on archival, large format film to comply with the intent of the mitigation/recordation <br /> and meet the Secretary of the Interior's Standards for Architectural and Engineering <br /> Documentation. <br /> General Plan Amendment and Rezonings 5-3 ESA/210016 <br /> Final Supplemental Environmental Impact Report December 2011 <br />
