Air Quality Impact 4.B-1 Implementation of the General Plan Amendment and rezonings would result in increased long-term emissions of criteria pollutants associated with construction activities that could contribute substantially to an air quality violation. The SEIR evaluates the impact of the proposed project related to increased long- term emissions of criteria pollutants that could contribute substantially to an air quality violation. Implementation of the proposed project would allow for the development of up to 3,900 multi- family homes on the potential sites for rezoning. Mixed-use development would be associated with some of the sites and the project could also include infrastructure improvements such as vehicle access, sidewalks, and utility connections. Emissions generated during construction activities include exhaust emissions from heavy duty construction equipment, trucks used to haul construction materials to and from sites, worker vehicle emissions, as well as fugitive dust emissions associated with earth disturbing activities. Significance Before Mitigation: Significant Significance After Mitigation: Less than Significant Finding: Changes or alterations have been required in or incorporated into the Project that would avoid or substantially lessen the significant environmental effect as identified in the SEIR. Mitigation Measure 4.B-1, which has been required in or incorporated into the Project, will reduce the significant environmental impact to a less than significant level. Facts in Support of Finding: The following facts and mitigation measure indicate that the impact will be reduced to less than significant. 1. Construction activities related to the proposed development could result in emissions of pollutants that result in an air quality violation. 2. Implementation of Mitigation Measure 4.B-1 set forth in Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.8-1 would be reduced to a less than significant level and is hereby incorporated by reference and described below: 4.B-1: Prior to the issuance of a grading or building permit, whichever is sooner, the project applicant for a potential site for rezoning shall submit an air quality construction plan detailing the proposed air quality construction measures related to the project such as construction phasing, construction equipment, and dust control measures, and such plan shall be approved by the Director of Community Development. Air quality construction measures shall include Basic Construction Mitigation Measures (BAAQMD, May 2011) and, where construction-related emissions would exceed the applicable thresholds, Additional Construction Mitigation Measures (BAAQMD, May 2011) shall be instituted.
