Air Quality <br /> Impact 4.B-1 <br /> Implementation of the General Plan Amendment and rezonings would result in <br /> increased long-term emissions of criteria pollutants associated with construction activities that <br /> could contribute substantially to an air quality violation. <br /> The SEIR evaluates the impact of the proposed project related to increased long- <br /> term emissions of criteria pollutants that could contribute substantially to an air quality violation. <br /> Implementation of the proposed project would allow for the development of up to 3,900 multi- <br /> family homes on the potential sites for rezoning. Mixed-use development would be associated <br /> with some of the sites and the project could also include infrastructure improvements such as <br /> vehicle access, sidewalks, and utility connections. Emissions generated during construction <br /> activities include exhaust emissions from heavy duty construction equipment, trucks used to <br /> haul construction materials to and from sites, worker vehicle emissions, as well as fugitive dust <br /> emissions associated with earth disturbing activities. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.B-1, which has been <br /> required in or incorporated into the Project, will reduce the significant <br /> environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Construction activities related to the proposed <br /> development could result in emissions of pollutants that result in an air quality <br /> violation. <br /> 2. Implementation of Mitigation Measure 4.B-1 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.8-1 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below: <br /> 4.B-1: Prior to the issuance of a grading or building permit, whichever is sooner, <br /> the project applicant for a potential site for rezoning shall submit an air quality <br /> construction plan detailing the proposed air quality construction measures related <br /> to the project such as construction phasing, construction equipment, and dust <br /> control measures, and such plan shall be approved by the Director of Community <br /> Development. Air quality construction measures shall include Basic Construction <br /> Mitigation Measures (BAAQMD, May 2011) and, where construction-related <br /> emissions would exceed the applicable thresholds, Additional Construction <br /> Mitigation Measures (BAAQMD, May 2011) shall be instituted.
