than significant with implementation of the mitigation measures identified in the SEIR and <br /> MMRP. In accordance with CEQA Guidelines section 15091(a), a specific finding is made for <br /> each impact and its associated mitigation measures in the discussions below. The City Council <br /> again ratifies, adopts and incorporates the full analysis, explanation, findings, responses to <br /> comments and conclusions of the SEIR. <br /> 1. Aesthetics <br /> Impact 4.A-1 <br /> Development facilitated by the General Plan Amendment and rezonings could <br /> have a potentially adverse effect on a scenic vista. <br /> The SEIR evaluates the impact of the Project related to adverse effects on a <br /> scenic vista. New residential housing on the potential sites for rezoning would result in an <br /> impact by partially obscuring a scenic vista. If the new residential housing were developed in a <br /> manner that obstructs views from a scenic vista from a public area or introduces a visual <br /> element that would dominate or upset the quality of a view, this would create a significant <br /> impact on a scenic vista. The proposed Housing Element would result in increased intensity and <br /> could result in greater bulk and mass of buildings. Views of scenic vistas at Site 7 are currently <br /> unavailable. However, Site 7 is currently entitled to allow four-story buildings that could <br /> potentially obscure views of the ridgeline west of 1-680. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.A-1, which has been <br /> required in or incorporated into the Project, will reduce the significant <br /> environmental impact to a less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Development along scenic corridors would occur in areas <br /> that are already densely developed (i.e., Sites 1, 2, and 3), except in the case of <br /> Site 7, which would be constructed on currently undeveloped land. The <br /> obstruction of views of the ridgeline west of 1-680 by development at Site 7 would <br /> be considered significant. <br /> 2. Implementation of Mitigation Measure 4.A-1 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.A-1 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below: <br /> 4.A-1: The City shall require that site plans for the proposed Site 7 residential <br /> development to incorporate view corridors through the site which maintain views <br /> of the ridgelines to the west from Valley Avenue. <br /> Site(s) affected: Site 7. <br />
