public comments at the October 26th Planning Commission meeting as well as written comments from <br /> agencies, residents and site property owners, and staff clarifications were made for the Final EIR. <br /> Ms. Stern stated that one change made update of a water supply analysis to include maximum <br /> development scenarios in order to cover any of the development scenarios reviewed in the EIR. The <br /> project description and covered land use changes were also clarified, mitigation for sites with potential <br /> air quality impacts was clarified, sites potentially exposed to airport noise were corrected, corrections of <br /> statistics and minor word changes in the school impact section which were requested by Pleasanton <br /> Unified School District were made, and potential visual impacts on Site 7 were clarified. The Council <br /> action on the SFEIR will consist of taking comments from the public regarding the completeness and <br /> adequacy of the SFEIR documents, approving the environmental findings and Statement of Overriding <br /> Considerations, and certifying the SFEIR, as revised. <br /> Ms. Stern noted that the Council will not be acting on the Draft Housing Element but will review how it <br /> has evolved since the Element was submitted to HCD by the August 16, 2010 deadline. Staff received <br /> comments in a 10-page letter from HCD on October 14, 2010 which staff has been working on to <br /> address in order to meet the settlement agreement deadline by February 13, 2012. <br /> In addressing HCD's comments, staff provided updates to the Goals, Policies and Programs which <br /> were reviewed by the Planning Commission as included in Attachment 8 of the Council packet and are <br /> continuing to be edited, as follows: <br /> • HCD has asked the City to ensure inclusion of extremely low income groups which has been <br /> added; <br /> • HCD also wanted to include specific quantified objectives and specific timelines within the <br /> programs which has been done; <br /> • The City made a commitment to adopt a density bonus ordinance and adopt standards for multi- <br /> family housing and added Program 41.9 which is a State requirement for employee housing; <br /> • Program 41.10 is a commitment to adopt a reasonable accommodation ordinance to address <br /> setbacks outside of the norm for specific ADA requirements; <br /> • Program 45.3 relates to a minimum contribution to be made to close funding gaps for affordable <br /> housing; <br /> • Program 46.1 relates to the work needed to find a district where emergency shelters can be <br /> allowed. <br /> Community Development Director Dolan gave a presentation regarding the sites and said it is important <br /> for the community to remember that when the sites are rezoned, in response to the current Inclusionary <br /> Zoning Ordinance, a small percentage of the sites will have income restrictions but the rest will be <br /> market rate homes. He provided an example of a two-bedroom apartment unit where rents would range <br /> from $1154 to $1846. These tenants may include service workers in the community to teachers, public <br /> servants, and parents and children just starting out. <br /> Mr. Dolan reported that the Regional Housing Needs Allocation (RHNA) cycle originally assigned by the <br /> State and ABAG continues with the next planning process starting in 2014. Theoretically, the City will <br /> have to have another Housing Element prepared by 2014. Staff anticipates receipt of the new RHNA <br /> allocations as early as July 2012. He described the process ABAG hosts where cities can comment on <br /> proposed methodologies which create the initial and final housing numbers which is anticipated to be <br /> completed by May 2013. <br /> Councilmember Sullivan questioned the timeline and requirement after adoption of the next Housing <br /> Element and also asked Mr. Dolan to define the acronym for RHNA for the benefit of the public. Mr. <br /> Dolan said the planning period would begin on July 1, 2014 and this is the date the new Housing <br /> Element would be due. However, he believes that because there is coordination with other State laws, <br /> City Council Minutes Page 3 of 13 January 4,2012 <br />
