Public Comment <br /> Bart Hughes spoke on Pleasanton's increasing unfunded pension liability and asked that additional <br /> actions be taken to address the matter. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 6. Public Hearing: PGPA-17; and P11-0904 through P11-0925 and P11-0927 through P11-0934, <br /> City of Pleasanton Housing Element Update. Consider and certify the Supplemental <br /> Environmental Impact Report documents for the General Plan Housing Element and Climate <br /> Action Plan; the Housing Element; and General Plan Amendments and Specific Plan <br /> Amendments; and/or Rezoning 15 sites to allow multi-family or single-family residential <br /> development or mixed-use (including multi-family residential) development <br /> City Manager Fialho introduced the item and provided a background on the process undertaken by the <br /> City and community. stating there have been 9 public meetings on the subject, 4 community <br /> workshops, meetings with housing experts, and staff's work in preparing responses to comments. He <br /> spoke of the list of sites forwarded to the State which had been vetted through the process for <br /> consideration and narrowed for consideration by the City Council. Staff also prepared a Supplemental <br /> EIR which is being recommended for certification. A joint meeting between the Council and Planning <br /> Commission was held on December 6th, recommendations reviewed by the Housing Commission on <br /> November 17`h, and recommendations adopted by the Planning Commission on December 14, 2010. <br /> He described the sequence of the presentation as: Review of the EIR, review of the proposed General <br /> Plan amendments and an amendment to the Bernal Property Specific Plan, and review and adoption of <br /> recommended rezonings. <br /> Janice Stern gave the presentation and said next week the Council is scheduled to hold second reading <br /> of the ordinances for the rezonings, with City Council action of the Housing Element adoption on <br /> February 13, 2012. She stated the project for the supplemental EIR includes implementation of the draft <br /> Housing Element, the potential rezonings and re-designations, specific General Plan amendments for <br /> the sites to accommodate additional multi-family residential development, and a review of any <br /> environmental impacts of the Draft Climate Action Plan. The Supplemental EIR augments the EIR <br /> prepared for the 2005-2025 General Plan. Because residential development replaced a number of sites <br /> where commercial development was to be located, it resulted in generally fewer impacts in the General <br /> Plan EIR. <br /> Ms. Stern described the wide range of topics addressed in the EIR, stating mitigation measures were <br /> developed on the list (highlighted by a red start) which she described as similar to conditions of <br /> approval that typically apply to development within the City. After application of mitigation measures, <br /> two significant and unavoidable impacts were identified and are addressed in the Statement of <br /> Overriding Considerations which related to 1) Development facilitated by the General Plan <br /> amendments and rezonings which has the potential to adversely change the significance of historic <br /> resources which may be present on Sites 6 and 21; and 2) Development facilitated by the General Plan <br /> amendments and rezonings which has the potential to adversely impact the regional roadway network, <br /> specifically First Street at Bernal and Sunol and Hopyard between Owens Drive and 1-580. Although the <br /> City pays regional traffic impact fees to address these impacts, there may be some time before funds <br /> can be accumulated and used to address these specific impacts. <br /> The Draft EIR was released for a 45-day public comment period which ended on November 14, 2010. <br /> Subsequently, the consultant and staff prepared a Response to Comments document.
