• Staples Ranch Agreement—Carollo team will participate in discussions with the City and <br /> other parties as appropriate concerning the provision of recycled water to Staples <br /> Ranch, and suggest an approach to addressing key issues that should be addressed by <br /> an implementing agreement. <br /> • Other Project Agreements — Carollo team will conduct a workshop to review the legal <br /> and institutional agreements required to implement the preferred project(s), and to <br /> discuss their possible terms and conditions. The workshop is currently envisioned to <br /> include both the City and other agency parties to potential Agreements. <br /> • Summary of Agreements of Preferred Project(s) —A description of the multijurisdictional <br /> and interagency agreements necessary for implementation of the preferred project(s) will <br /> be included in the feasibility study, and will contain a comparison of key issues, terms <br /> and conditions. <br /> Split of Services under Task 4: <br /> Carollo team: <br /> - Review existing agreements and historic relationships between parties. <br /> - Identify permits, ordinances, standards, and agreements necessary to implement one or <br /> more alternatives <br /> - Provide examples of relevant water recycling agreements from other areas <br /> - Convene and facilitate meetings between public agency stakeholders, individually and in <br /> concert. <br /> Zone 7: <br /> - Provide existing relevant agreements for review, or summaries at minimal <br /> -Mend meetings and provide input as needed <br /> Task 5. Environmental Analysis <br /> A preliminary evaluation of the environmental issues related to the construction and operation of <br /> the City's proposed recycled water program will be prepared. The purpose of this evaluation is <br /> to identify the potentially significant environmental impacts that each scenario could have on the <br /> environment. The information developed will be designed to assist the City and Bureau of <br /> Reclamation (BoR) to determine the potential environmental impacts and what will be required <br /> to comply with the California Environmental Quality Act (CEQA) and the National Environmental <br /> Policy Act (NEPA). <br /> Carollo will use a modified CEQA checklist to assess the potential impacts on <br /> endangered/threatened species, public health or safety, natural resources, regulated <br /> waters, and cultural resources, among others. This CEQA checklist will be modified to <br /> include and address specific issues associated with NEPA as well as CEQA. For the <br /> potentially significant impact(s) identified, Carollo will identify appropriate mitigation measures <br /> and strategies to attempt to avoid and/or reduce those impacts to less than significant levels. A <br /> key consideration will be to address potential salt and nutrient loading on the Main Basin as a <br /> result of increased recycled water use. The Carollo Team will work closely with the City and <br /> Zone 7 to assess the need for additional demineralization facilities, or efforts, as part of <br /> implementing the proposed recycled water project. <br />
