Following development of prices, a sensitivity analysis will be conducted to test price impacts <br /> with varying recycled water use. Carollo will identify sunk costs and required indebtedness that <br /> result from this project. <br /> Split of Services under Task 3: <br /> Carollo team: <br /> - Develop unit costs and coordinate with Zone 7 to confirm <br /> - Develop planning level O&M costs <br /> - Develop draft cost estimates for treatment and distribution scenarios <br /> - Develop life-cycle costs utilizing treatment and O&M costs <br /> - Develop preliminary project phasing and CIP <br /> - Develop detailed schedule <br /> - Develop recycled water pricing analysis template <br /> - Develop annual revenue requirements <br /> -Allocate costs to appropriate systems and user categories <br /> - Develop unit costs of recycled water <br /> - Identify and summarize funding sources and the City's likelihood of receipt <br /> - Discuss renewable energy and energy efficiency projects to be included with this project <br /> - Identify non-quantifiable benefits, such as benefits resulting from offset of Delta and <br /> groundwater supplies <br /> - Brainstorm potential project enhancements that will increase likelihood of funding receipt <br /> - Prioritize identified project enhancements <br /> - Identify and summarize funding opportunities for the Feasibility Study <br /> Zone 7: <br /> - Consult with Carollo on unit costs to be utilized for development of planning level treatment <br /> and distribution costs as they apply to the proposed study area <br /> -Work with Carollo to develop a consistent cost estimation methodology that would also be <br /> used for Task 6. <br /> - Confirm project phasing and CIP <br /> - Provide review and input on the recycled water pricing policy <br /> Task 4. Institutional Analysis <br /> As required by the Bureau of Reclamation `Directives and Standards' for Feasibility Studies, <br /> Carollo will identify permitting and other institutional requirements associated with project <br /> implementation, including multijurisdictional or interagency agreements that may be needed to <br /> ensure that the interests of potable and recycled water producers, wholesalers, retailers and <br /> customers are properly aligned. Agencies with potential interest in Pleasanton's water reuse <br /> projects include DSRSD and East Bay Municipal Utility District (EBMUD), (individually and <br /> through the DERWA joint powers authority), Zone 7 Water Agency, and City of Livermore. <br /> In addition to identifying terms and conditions of permits for the California Regional Water <br /> Quality Control Board (RWQCB) and California Department of Public Health (CDPH), as well as <br /> City ordinances and standards needed to provide recycled water for non-potable use, Carollo <br /> will assist the City at various points during by describing key issues to be addressed by relevant <br /> agreements including: <br />
