4) Mr. Woodall stated the proposed project will not protect/enhance property values. <br /> Response: While Chapter 18.68, PUD Planned Unit Development District, of the <br /> Pleasanton Municipal Code does not specifically include the protection of <br /> property values as a purpose of the PUD district, it is staffs experience that in <br /> general, the addition of new homes in a neighborhood does not have an adverse <br /> impact on property values. <br /> 5) Mr. Woodall stated the proposed project does not satisfy the purpose of the PUD <br /> development plan process (PMC Section 18.68.20) in that, a) it does not <br /> accommodate market changes, and b) that these are not custom homes. <br /> Response: Staff believes that the proposed changes to the project are in direct <br /> response to market changes. The purposes of the PUD district do not specify a <br /> preference for custom homes. <br /> 6) Mr. Woodall stated the subject property is designated as an area requiring <br /> special consideration (PMC Section 18.12.030); that the proposed project shows <br /> no special consideration with its absence of open areas or parks or greenbelts; <br /> and that it blocks the views of Mount Diablo from the properties south of <br /> Cameron Avenue. <br /> Response: Staff considers the applicants response to neighbors' requests and <br /> comments throughout the review of the approved and proposed developments <br /> for this infill property to qualify as the special considerations referenced in the <br /> code: the curvilinear alignment of Cameron Avenue for traffic calming, the public <br /> sidewalk on the north side of Cameron Avenue for public access to public parks, <br /> single-story only homes, and private property conveyed to owners on the west <br /> and north sides of the property to increase their private yard areas and/or to <br /> correct existing building setbacks. <br /> Relatively large, private rear yards are provided with these lots constituting the <br /> project's open areas. A public park and greenbelt area is located within walking <br /> distance of the proposed project and surrounding neighborhoods. Construction <br /> of the proposed development may affect the views of Mount Diablo from the <br /> properties to the south of Cameron Avenue. However, there are no view <br /> easements across the Lehman-Selway property of Mount Diablo benefitting the <br /> Cameron Avenue properties. <br /> 7) Mr. Woodall stated the project has not provided accurate surveys of the location <br /> of Cameron Avenue, disclosures regarding the property boundary lines, or <br /> obtained the necessary right-of-way access. <br /> Response: Staff retained Kier & Wright to review the maps and descriptions of <br /> Cameron Avenue and the Woodall property, to verify the field-location of the <br /> survey monument, and to field-survey the location of the Cameron Avenue right- <br /> Page 11 of 16 <br />
