THE CITY OF 13 <br /> "' CITY COUNCIL AGENDA REPORT <br /> pL EASANTONo <br /> November 15, 2011 <br /> Community Development <br /> Planning Division <br /> TITLE: PUD-50-01M, PONDEROSA HOMES, CAROL LEHMAN, AND WILLIAM <br /> SELWAY — CONSIDER AN APPLICATION FOR A MAJOR <br /> MODIFICATION TO AN APPROVED PLANNED UNIT DEVELOPMENT <br /> TO INCREASE THE NUMBER OF LOTS ON AN APPROXIMATELY <br /> 19.47-ACRE SITE LOCATED AT 3157 TRENERY DRIVE AND 2313 <br /> MARTIN AVENUE FROM 27 LOTS TO 31 LOTS; TO CONSTRUCT 29 <br /> NEW, ONE-STORY HOMES FROM THE PREVIOUS COMBINATION OF <br /> 25, ONE- AND TWO-STORY HOMESAND RETAIN TWO EXISTING <br /> HOMES; TO CHANGE THE HOUSE DESIGNS AND SIZES, AND <br /> RELATED ON- AND OFF-SITE MODIFICATIONS; TO AMEND THE <br /> PREVIOUSLY APPROVED AFFORDABLE HOUSING AGREEMENT; <br /> AND APPROVE NEGATIVE DECLARATION. <br /> SUMMARY <br /> The applicant proposes to increase the number of lots from the previous approval on <br /> the approximately 19.47-acre site from 27 lots to 31 lots; to construct only one-story <br /> homes; and to change the house designs. The two existing homes belonging to <br /> Lehman and Selway will be retained and located on separate lots. Related on- and off- <br /> site improvements and measures of the previous approval such as street realignment, a <br /> new sidewalk to link the existing and proposed neighborhoods to the sidewalk along <br /> Martin Avenue, dust control, vermin abatement, an amended affordable housing <br /> agreement for the additional lots, and property conveyed to adjoining neighbors, are <br /> maintained. The proposed density of 1.6 units per acre is consistent with the General <br /> Plan land use designation of Low Density Residential (less than two dwelling units per <br /> gross acre) for the site. Comments from three members of the public raise issues <br /> related to: dust control, vermin abatement, street rights-of-way, building heights, <br /> environmental review, and impact to views of Mount Diablo. The Planning Commission <br /> (5-0 vote) determined that the project now with 31 total lots (29 new single-family <br /> homes) is appropriate in density and design and that the development would be <br /> compatible with the surrounding area. The applicant concurs with the Planning <br /> Commission's recommended conditions of approval. <br /> PLANNING COMMISSION ACTION <br /> Recommend approval of the PUD rezoning and development plan application subject to <br /> the staff recommendation with the modified and new conditions (Attachment#1). <br />
