BACKGROUND <br /> In November 1989, a twenty (20) year operating agreement was entered into between <br /> the City of Pleasanton and the East Bay Regional Park District regarding maintenance <br /> of their contiguous lands with a connecting public trails system. The Agreement was <br /> developed in a spirit of mutual cooperation to avoid duplication of effort, to share certain <br /> services that are necessary for general park operations, and to provide a seamless trail <br /> experience to park visitors. <br /> DISCUSSION <br /> In summer 2011, the East Bay Regional Park District requested that both agencies <br /> continue to cooperate in the operation and maintenance of these parklands. After a <br /> thorough review by both agencies, the new Operating Agreement was revised and <br /> updated to reflect current usage, operations and maintenance standards. The proposed <br /> Operating Agreement also allows the District to connect to and use the City's water <br /> supply and distribution system, located on the Ridge, for fire suppression purposes; and <br /> at its own expense and to the same standards as it provides to its own Ridgeline <br /> properties, requires that the District grade those portions of the City's Ridgeline Trail <br /> that connect to the properties of the District. <br /> The East Bay Regional Park District is requesting that the City of Pleasanton approve <br /> the new Operating Agreement between these the City of Pleasanton and the District for <br /> a five (5) year term with the four (4) five-year extensions governing operation and <br /> maintenance of adjacent parklands and open space at Augustin Bernal and Pleasanton <br /> Ridge Regional Park(s). <br /> Submitted by: Fiscal Review: Approved b : <br /> Susan Andrade-Wax Emily Wagner Nelson Fialho <br /> Director of Community Services Director of Finance City Manager <br /> Attachment: <br /> 1.
