BACKGROUND <br /> The Energy Upgrade California (EUC) program offers a range of incentives to <br /> homeowners and businesses that complete energy-saving improvements on a single <br /> family residence or on commercial properties. These incentives encourage customers to <br /> take a "whole house" approach by combining several related improvements at once to <br /> increase a home's (or building's) overall energy efficiency and achieve greater savings. <br /> Further, the program helps to link interested parties with contractors who have been <br /> trained and pre-qualified to participate in the program. <br /> This type of program is particularly beneficial for Pleasanton, which has many older <br /> homes constructed prior to 1978 when modern energy efficiency standards were <br /> implemented. A summary of the EUC program is included as Attachment A and Energy <br /> Upgrade Pleasanton (EUP) elements are shown in Attachment B. <br /> Similar to the EUC, the proposed Energy Upgrade Pleasanton program will consist of a <br /> residential element and a commercial element. A summary of these two elements is <br /> detailed below. <br /> RESIDENTIAL ELEMENT SUMMARY <br /> Like the EUC, the EUP would encourage residents to utilize a "whole house" approach to <br /> energy efficiency and will identify qualified contractors to complete the work. In addition <br /> to qualifying for City financial incentives through the EUP, the home owner would be <br /> eligible for all EUC incentives as well, making this the most comprehensive package <br /> currently available. A summary of the type of improvements available through the EUP <br /> include the following: <br /> SUMMARY OF RESIDENTIAL EUP PROGRAM ELEMENTS <br /> ' Basic Advanced <br /> • Air sealing All basic features, plus: <br /> • Attic insulation • High-efficiency furnace <br /> • Duct sealing • Energy-efficient cooling <br /> • Hot water pipe insulation • Solar water heater system <br /> • Thermostatic control valve • Energy-efficient windows <br /> • Combustion safety testing • Duct replacement <br /> • Wall insulation <br /> • Other custom energy-saving measures <br /> Green Solar <br /> • Add-on package that combines energy, • Residential systems from 2-5kW <br /> indoor air quality, water and resource • Commercial systems 10kW and up <br /> conservation measures with reduced <br /> impact on the environment. <br /> Page 2of6 <br />
