THE CITY OF <br /> u "t 1S�4NTON® CITY COUNCIL AGENDA REPORT 12 <br /> October 18, 2011 <br /> Operations Services <br /> TITLE: APPROVAL OF $250,000 FROM THE CAPITAL IMPROVEMENT PROGRAM <br /> TO ESTABLISH THE ENERGY UPGRADE PLEASANTON PROGRAM <br /> SUMMARY <br /> For the past 24 months, staff has been working on a state-wide program called Energy <br /> Upgrade California (EUC), which is an alliance among California, cities, counties, non- <br /> profit organizations, the state's investor-owned utilities such as Pacific Gas and Electric, <br /> publicly owned utilities, and the California Energy Commission to help residential and <br /> commercial consumers and the building industry, become knowledgeable about the <br /> many energy and water efficiency programs and financing options available to complete <br /> energy efficiency upgrades. Through this program, consumers are informed of a full <br /> range of rebates, tax credits, and financing options available to complete energy <br /> upgrades. Due to the success of this program, and its applicability to the recently adopted <br /> Climate Action Plan, staff recommends developing a local program to be called "Energy <br /> Upgrade Pleasanton" that will expand on the already established EUC by providing <br /> information related to participating contractors and additional financial incentives. The <br /> program would be funded with $250,000 from the City Capital Improvement Program <br /> Reserve fund. <br /> RECOMMENDATION <br /> Staff recommends Council approve adoption of the Energy Upgrade Pleasanton program <br /> and authorize $250,000 from the City Capital Improvement Reserve (CIPR) project <br /> (068018) to provide funding for the program. <br /> FINANCIAL STATEMENT <br /> The CIPR current approximate balance is $1.4 million and the program would qualify for <br /> funding from this source. Because the CIPR is a reserve fund, this allocation would not <br /> impact any funded projects. <br />
