She asked that the Council look at schools as already impacted and do not <br /> render them unable to serve children through overcrowding. <br /> Paul White, Kiewitt Companies, Omaha, Nebraska, stated 10 of 50 acres are included in the <br /> plan referred to as Site 11. They appreciate the Council's consideration to consider their <br /> property as part of this planning effort and submitted a letter of July 8th which includes details of <br /> their planning process. They support a concurrent review of their site planning and east side <br /> study plan, have retained the Dahlen Group and Costanza Real Estate Advisors to assist in the <br /> effort, and they look forward to working with the City in this process. <br /> Nancy Allen said she did not believe adding 58% of the entire allocation to the east side was <br /> balanced high density housing across the City, stating that it places burdens on traffic and <br /> undoes any gains of Stoneridge Drive. She requested the Council ensure a fair balance across <br /> all areas, especially given high density should near business parks, BART and freeways and <br /> services. She asked that the Council not include additional allocation for the Auf de <br /> Maur/Richenback site, keep the Pleasanton Gateway site, and increase the density of CM <br /> Capital across the board from 23 units to 30 units which would add 100 units in the inventory. <br /> Zaheer Siddiqui, Board of Directors, Muslim Community Center East Bay, said they have a 5 <br /> acre property immediately adjacent to Site 13 on Las Positas Boulevard and voiced support of <br /> the rezoning in the Hacienda Business Park. He pointed out the need for senior housing at this <br /> site, said he submitted a letter into the record indicating that this site is very suitable due to its <br /> immediate access to safety public transportation, and supported the proposed higher density of <br /> 30 units per acre. <br /> Gloria Bruce, Deputy Director, East Bay Housing Organization (EBHO), thanked City staff for <br /> the work and the dialogue with her and members of BHO in the quest for the City reaching its <br /> goals for high density affordable housing. Mr. Peter Cohen, their Policy Director has worked <br /> closely with Becky Dennis and other Pleasanton stakeholders to ensure they can help be a <br /> resource to encourage the most flexible set of tools to encourage development of affordable <br /> housing while respecting the needs of the community. She emphasized that they hope the City <br /> will consider other tools besides the IZO, in particular, incentivizing joint housing developments <br /> which may be the most feasible way for both for-profit and non-profit housing developers to <br /> build. <br /> John Dutra voiced support for high density residential development of sites within the Hacienda <br /> Business Park. <br /> Garrett Chan, CM Capital (Site 13), said they have followed the process closely and if their site <br /> is approved, they can move fairly rapidly and looks forward to working with the City and the <br /> community in making a project of benefit to the entire City. <br /> Mike Donahue voiced concerns regarding Site 21 at 4202 Stanley Boulevard and the Irby- <br /> Kaplan-Zia Site 6. He presented a petition signed by 189 signatures who are concerned with the <br /> adverse influence potential development would have on their street, which include traffic <br /> problems, parking concerns, rezoning and whether development takes place immediately, and <br /> adverse impacts relating to congestion and property values. <br /> Blair Wolfinger echoed comments of Ms. Allen and Ms. Farrell regarding Sites 11 and 14, is still <br /> concerned with adding 100 units to Site 8, and hoped the Council will be fair and take a <br /> balanced approach. He also questioned whether the IZO of 15% could be increased to 60%. <br /> Ms. Stern said there was a suggestion in the letter from Citizens for a Caring Community that <br /> the IZO be increased significantly to that level, but this has never been discussed. <br /> City Council Minutes Page 11 of 14 July 19,2011 <br />
