Councilmember Sullivan questioned if the neighbors up in Hacienda notified of this swap. Mr. <br /> Dolan said they were not notified and may not know this was done. <br /> Councilmember McGovern referred to Goal 16, and said it states "Eliminate discrimination in <br /> housing opportunities in Pleasanton". She voiced concern with the way it is written in that it <br /> sounds like the City has current discrimination and she did not think this was the case. She <br /> asked that it be reworded to say, "Continue City policies eliminating discrimination in housing <br /> opportunities in Pleasanton." Mr. Fialho agreed that he did not believe the City ever <br /> discriminated against any non-profit developer, and said staff will work on the final wording. <br /> Councilmember Sullivan said they talked a lot about growth management committee and he <br /> asked for an update, timing, and when the public will be able to weigh in on strategies and <br /> policies yet to be developed. Mr. Fialho stated Councilmember Thorne and McGovern are <br /> working with staff to do all research necessary to put a new Growth Management Plan in place, <br /> which is not an easy task. The laws have significantly changed since the last strategy was <br /> adopted, which was the housing cap in 1996. The bandwidth for a City to control growth has <br /> shrunk considerably because of the State's pre-emption on local land use control. The research <br /> is narrowing and they hope to bring this forward publicly and obtain public comment. It will then <br /> go through the normal course of public review by the Planning Commission, potentially the <br /> Housing Commission, and eventual adoption by the City Council. The objective is to have work <br /> completed by the end of the year or early 2012. They are trying to get work completed <br /> concurrent with or shortly after the adoption of the Housing Element, but staff is committed to <br /> working on the Housing Element, the Climate Action Plan, and as time permits, the growth <br /> management ordinance. <br /> Mayor Hosterman opened the public hearing. <br /> Public Comments: <br /> Sangita Patel said they met with Scott Trobe and City staff and still believe additional housing <br /> units proposed for Site 7 will impact their neighborhood. Within one mile, there are already 708 <br /> existing high-density units. If 279 units are added to the area, there will be a situation where <br /> homeowners in the immediate area surrounding Site 7 will be outnumbered 2:1 by the number <br /> of high density units in the area. <br /> Ann Simpson requested that Site 19; Sunol and Sonoma, be eliminated because of the fact that <br /> everything around it is light commercial or commercial and to place residential in the area would <br /> reduce property values, create safety concerns, and deter other tenants from wanting to rent <br /> from them which would then create a financial hardship. <br /> Robert Gonella, Danbury Park Board of Directors, voiced continuing concerns about the <br /> overconcentration of Sites 8, 11, and 14 in east Pleasanton and asked the Council consider <br /> carefully which sites should be developed. <br /> Sandy Farrell, Ironwood Homeowners Association Board of Directors, said their neighborhood is <br /> closest to Sites 8, 11 and 14 and presented a signed petition from homeowners requesting a <br /> balanced concentration of high density, low income housing throughout the City. She asked that <br /> a specific plan be completed for the entire east side prior to considering the rezoning of the 3 <br /> sites. <br /> Theresa Moore said as a Community of Character, the City works with the Chamber of <br /> Commerce and Pleasanton Unified School District, and she is hopeful this will continue during <br /> this process. She recognizes the need for this housing, but implored the Council to consider the <br /> City Council Minutes Page 10 of 14 July 19,2011 <br />
