BACKGROUND <br /> During March 24 and 25, 2011, heavy rains soaked the hillsides of Pleasanton Ridge <br /> and caused a landslide that broke a City water main that provides potable water to more <br /> than 250 homes. A seventy foot (70') section of 10" water line between tank 1300 and <br /> tank 1600 was damaged and pulled apart when the land moved causing tank 1600 to <br /> drain. On March 25th the City Manager made a Proclamation of the Existence of a Local <br /> Emergency that allowed City staff to waive formal bidding processes and begin <br /> immediate repair of the broken water main. On March 31, 2011, the City Council ratified <br /> the proclamation of the local emergency and issued Resolution No. 11-432. <br /> The City met with different qualified contractors on site to discuss options of repair and <br /> received informal bids. The City selected McGuire and Hester to perform the emergency <br /> work on a time and materials basis to install the 10" line using an open trench process. <br /> McGuire and Hester were chosen based on the past performance of other emergency <br /> work, availability of staff and materials, and method proposed. <br /> DISCUSSION <br /> McGuire and Hester began work on the site March 31, 2011, and continued working <br /> until the line was re-routed around the landslide and reconnected to the existing line. On <br /> April 8, 2011, the line was completed and tied into the existing line to finish the <br /> permanent water line repairs. The existing 10" steel line was abandoned in place at the <br /> slide location and re-routed to a parallel fire road east of the existing line. The <br /> relocation required installation of 606' of 10" TR Flex Ductile Iron Pipe. Improvements to <br /> the fire access road that provided access to the site had to be made to allow for <br /> construction traffic to the location. The site was fully restored to the original condition in <br /> conformance to East Bay Regional Parks' encroachment permit. <br /> The City worked with East Bay Regional Parks to obtain a new easement for the <br /> relocated water line. Kier and Wright was hired to survey the new location of the water <br /> line and create the easement for the new water line. The old water line was abandoned <br /> in place and the old easement was vacated. East Bay Regional Parks accepted the new <br /> easement and abandonment of the existing easement. In addition, McGuire and Hester <br /> installed the gates on both sides of the slide as requested by East Bay Regional Parks <br /> to prevent vehicular traffic over the landslide area. <br /> The City's on-call geotechnical firm, ENGEO Incorporated, performed an onsite <br /> inspection to confirm the limits of the landslide and ensure that the alignment of the <br /> relocated water line was outside the influence zone of the slide. They provided <br /> recommendations for surface repairs and recommended that the water line be relocated <br /> around the landslide until the landslide could be repaired. Discussions with East Bay <br /> Regional Parks indicated the landslide would not be repaired in the near future. <br /> Corrosion Engineering Associates was hired to install cathodic protection for the new <br /> line. This firm worked in conjunction with McGuire and Hester to install the cathodic <br /> protection system and test stations. <br /> Page 2 of 3 <br />
