5. Traffic Signal Warrant Analysis <br /> A peak-hour traffic signal warrant analysis will be conducted using existing and project conditions to <br /> determine if signalization of unsignalized intersections is warranted. <br /> 6. Queuing Analysis <br /> Queue lengths will be analyzed for each lane to provide the distance that vehicles will back up in each <br /> direction approaching an intersection.The 95th percentile queue length will be used to account for <br /> fluctuations in traffic indicating the longest queue length that would be expected 95 percent of the time <br /> during the peak period, with traffic volumes and related queuing at or less than the 95`h percentile <br /> queue most of the time. <br /> Ninety-fifth percentile queuing will be checked (per the City's Standards of Significance) under the <br /> Existing+Approved Projects and Existing+Approved Projects+ Project a.m. and p.m. peak hour <br /> conditions. <br /> 7. Internal Circulation <br /> All access and driveways into and from the site will be analyzed for adequate sight distance, turning <br /> clearance and safety. The parking layout will also be reviewed and evaluated. <br /> 8. Residential Street Impacts <br /> W-Trans will identify potential residential street impacts, mitigation measures, the effectiveness of <br /> mitigation measures, and the responsibility for implementation. <br /> 9. Pedestrian, Bicycle and Transit Analysis <br /> Pedestrian, bicycle and transit facilities will be assumed to remain unchanged from Existing Conditions <br /> unless otherwise proposed; however, a qualitative discussion of general project-related influences will <br /> be included. This will include access, circulation, impact identification, mitigation measures, <br /> effectiveness of mitigation measures, and the responsibility for implementation. The transit access will <br /> focus on access to and from transit as well as potential for increased load factors and service issues. <br /> 10. Safety Analysis <br /> The safety element will address both internal and external circulation of vehicles, bicycles and <br /> pedestrians based on a review of collision records for a recent five-year study period. The Safety section <br /> will address existing conditions and improvements and opportunities available to improve the existing <br /> conditions as well as address new safety issues that may be created with the development of the <br /> proposed project. <br /> II. Administrative Draft and Draft EIR Traffic Impact Analysis Reports <br /> W-Trans will document all work assumptions, analysis procedures, findings, impacts and <br /> recommendations in an Administrative Draft EIR Traffic Impact Analysis Report to be submitted for <br />
