(or 2010 HCM at the City's request) and Synchro Analysis Software. The traffic study will include the <br /> following traffic study scenarios: <br /> a. Existing Conditions—Existing operating conditions at the study intersections will be <br /> estimated based on the field reconnaissance, data collection, and methodologies <br /> described above. In addition, a qualitative review of transit, bicycle and pedestrian <br /> facilities will be included. <br /> The Existing conditions will include an analysis of intersection Levels of Service, the <br /> Mitigations identified in the City's Traffic Impact Fee,and the Level of Service with <br /> Mitigation in place. <br /> b. Existing+Approved Projects (Background Conditions)—These operating conditions will <br /> be analyzed based on the addition of net-new trips related to pending or approved <br /> projects as identified by City staff to the Existing Conditions analysis. The traffic analysis <br /> for this scenario will include trip estimates, trip distribution patterns, and intersection <br /> LOS analysis for the study intersections. <br /> The Existing +Approved Projects conditions will include an analysis of intersection Level <br /> of Service, the Mitigations identified in the City's Traffic Impact Fee, and the Level of <br /> Service with Mitigations in place. <br /> c. Existing+Approved Projects+ Project Conditions—Operating conditions will be <br /> analyzed based on a forecast of net-new trips associated with the proposed project <br /> added to the Background Conditions traffic volumes. The traffic analysis for the Project <br /> scenario will include trip estimates,trip distribution patterns, and intersection LOS <br /> analysis for the study intersections. <br /> The Existing +Approved Projects+ Project conditions will include an analysis of <br /> intersection Levels of Service, impact identification, significance criteria, mitigation <br /> measures, effectiveness of mitigations measures, and responsibility for implementation. <br /> d. Cumulative—The cumulative conditions will include an analysis of intersection Level of <br /> Service,the Mitigations identified in the City's Traffic Impact Fee, and the Level of <br /> Service with Mitigations in place. <br /> e. Cumulative + Project —This scenario will include an analysis of intersection Level of <br /> Service, impact identification, significance criteria, mitigation measures, effectiveness of <br /> mitigations measures, and responsibility for implementation. <br /> f. Cumulative -CMP Analysis—This scenario will include a Level of Service analysis of CMP <br /> facilities selected with input from City staff using output from the ACTC Model. <br /> g. Cumulative + Project - CMP Analysis—This scenario will include analysis of potentially <br /> impacted CMP facilities, impact identification, significance criteria, mitigation measures, <br /> effectiveness of mitigations measures, and responsibility for implementation. The <br /> analysis will use the ACTC Model output and follow the analysis guidelines of the ACTC <br /> and the City of Pleasanton. <br />
