F. Only the Operator's tow truck personnel and equipment requested shall respond to calls
received from the PPD. An Operator shall not respond to any PPD-initiated call assigned
to another Operator or reassign a call to another Operator, unless requested to do so by
the PPD.
1) Nothing would preclude the assigned Operator from responding to an incident to
ascertain if additional assistance or equipment is required. There may be times
when the Operator assigned to the initial call may require the assistance of an
additional Operator at the scene. The Operator assigned to the original call may,
with concurrence of the Police Supervisor or Officer, request a specific Operator for
assistance. The request shall be routed to the additional Operator through the PPD
Dispatch and in no event shall an Operator call another tow service for assistance
through its own dispatch.
2) The PPD may dispatch more than one tow truck to a multiple vehicle collision scene
in response to a rotation tow call.
3) If two or more Operators are called to the same incident, distribution of the vehicles
shall be at the discretion of the Police Supervisor or Officer.
4) There may be times when an Operator, who was not called to the scene, comes
upon a scene where a vehicle or vehicles are blocking the roadway and the PPD has
requested assistance in clearing the roadway.
a) In such a case, the Police Supervisor or Officer may request the Operator to
move the vehicle or vehicles to a safe location and leave the vehicle(s) at the
location.
b) There shall be no charge for this service and the assistance provided shall not
change that Operator's place in the Tow Rotation.
G. There shall be no additional charge for any personnel or equipment that is not
necessary to perform the required service.
9. STORAGE FACILITIES
A. An Operator shall be responsible for security of vehicles and property at the place of
storage. At a minimum, a permanent and securely fenced or enclosed secured area
shall be provided. The Operator is responsible for the reasonable care, custody, and
control of all property contained in towed or stored vehicles.
B. An Operator shall obtain written approval from the PPD prior to the removal of any
property from any stored or impounded vehicle. This includes the removal of personal
property by the Operator to a secured area within the business or the release of
personal property to the vehicle's registered owner or agent.
2011-2013 TSA Page 11 of 30
