~ay 17, 1963 <br />CITY ADmINISTrATOR REPORT NO. 18 <br /> <br />TO: <br /> <br />FROM <br /> <br />SU~IF~T <br /> <br />Honorable l~ayor and Hembers of the City Council <br /> <br />City Administrator <br /> <br />Required Report to San Prancisco Bay Regional Water Pollution Control <br />Board Re: City% Program RegardinglBS Requirements <br /> <br />At the regular nesting of the Regional Water Pollution Control Board, Re§ion No. 2, <br />on February 21, 1963, the Board adopted Resolution No. ~6, which prescribed ad- <br />ditional requirements as to the nature of all waste discharges to Alameda Creek <br />or its tributaries above Niles. The specific requirement set by the above reso- <br />lution involves a maximum limit of 1.O m~/L of ABS (alkyl benzene sulfonate) to <br />be imposed on all waste discharges. <br /> <br />Section 17 of Resolution No. 4~6 also requires that the major sewage effluent dis- <br />therein§ agencies in the Live~more-Amador Valley file a ~ritten r~port ~tth the <br />Water Pollution Control Board within 90 days from February 21, such report to be <br />accompanied by a duly adopted motion of the respective governing body approving <br />said report. The resolution also provides that the report to the Board include <br />a description of the discharger% intentions with respect to actions to be taken, <br />and the timinE of such actions to provide new or supplemental facilities capable <br />of masting the requirements contained in Resolution No. 446. <br /> <br />Subsequently, under date of April 11, 1963, the Executive Officer of the Water <br />Pollution Control Board forwarded to the City copies of a tentative Honitorins <br />Program for the City% sewage effluent discharge activities, with a request that <br />the City either: (1) agree to conduct the monitorir~ program as specified, or <br />(2) submit a request for ~urther revie~ of the program, with reasons for such a <br />request. <br /> <br />The progrom, as submitted on April 11, was a modification of the original program <br />suggested by the Regional Water Pollution Control Board, and was a result of con- <br />ferences bet'~een the City and Board staffs. <br /> <br />After review of the modified program by the City Council, a letter was addressed <br />to the Water Pollution Control Board, under date of April 25, 1963, which indi- <br />cated the City% intention to accomplish the work specified by the Monitoring <br />Program. <br /> <br />This program is designed to provide accurate data regardin~ the City's waste dis- <br />char§es into Alameda Creak or its tributaries. This program is now bein~ coo- <br />ducted by the City in its initial foam, and will be expanded as soon as the neces- <br />sary equipment is available. <br /> <br /> <br />
