from the ground water basin and furnished via pipeline <br />to areas north of old U. S. Highway 50, and therefore, <br />outside the limits of the ground water basin. <br /> <br />The City of Pleasanton has grave doubts as to the <br />quality of the Sacramento River water being recharged <br />into the basin, as well as doubts regarding the effect <br />of such recharge upon the ground water basin. <br /> <br />The City of Pleasanton holds the view that if Sacramento <br />River water is to be provided by Zone No. 7 to such <br />local water distribution agencies as may contract with <br />Zone No. 7 that such water should be transmitted through <br />pipelines directly from the Zone No. 7 water treatment <br />plant near Livermore or directly from the South Bay Aque- <br />duct, rather than by the recharge and well pumping sys- <br />tem. <br /> <br />The City of Pleasanton also contends that the pipeline <br />previously constructed by Zone No. 7 at a cost of <br />several hundreds of thousands of dollars, located south <br />of U. S. Highway 50, west of Smnta Rita Road, and <br />parallel to the Southern Pacific Railroad right-of-way, <br />should be utilized, in conjunction with the pipelines <br />from either the Zone No. 7 water treatment plant or the <br />South Bay Aqueduct, to provide water to the Valley Com- <br />munity Services District. The City Council notes that <br />said pipeline was constructed for the specific purpose <br />of bringing water to the Valley Co~nunity Services Dis- <br />trict, however, under the current alternate proposal <br />would not be utilized for any useful purpose. <br /> <br />The City of Pleasanton wishes to express grave concern <br />to Zone No. 7 regarding the possible violation of this <br />City's existing water rights south of U. S. Highway 50 <br />by institution of the current Zone No. 7 plan to bring <br />water to the Valley Community Services District; and <br />further wishes to inform Zone No. 7 of the City's inten- <br />tion to undertake, in the immediate future, detailed <br />studies in order to determine the following: <br /> <br />The exact extent and nature of the ground water <br />basin, in order to particularly determine the <br />northern limits of the basin in relation to the <br />current Zone No. 7 plan and this City's water <br />export rights. <br /> <br />b. The exact status of the ground water basin in re- <br /> lation to its possible deficiency or over-draft. <br /> <br />c. The legitimacy of the Zone No. 7 recharge and <br /> pumping program. <br /> <br />The quality of the Sacramento River water currently <br />bring recharged into the ground water basin by Zone <br />No. 7, and the damage, if any, said water may cause <br />to the existing quality of the normal ground water <br />supply. <br /> <br />-2- <br /> <br /> <br />
