CITY OF PLEASANTON <br />COUNTY OF ALAI~DA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 3429 <br /> <br />EXPRESSING DISSATISFACTION WITH THE METHODS OF <br />GROUND WATER RECHARGE AND PUMPING BEING UTILIZED <br />BY ZONE NO. 7, ALAMEDA COUNTY FLOOD CONTROL AND <br />WATER CONSERVATION DISTRICT. <br /> <br /> WHEREAS, Zone No. 7, Alameda County Flood Control and Water <br />Conservation District and Valley Community Services District are <br />about to enter a contract providing for the delivery of water <br />from Zone No. 7 facilities to the Valley Community Services <br />District; and <br /> <br /> WHEREAS, the method proposed to be utilized by Zone No. 7, <br />for the delivery of said water involves the recharge of imported <br />Sacramento River water into the ground water basin at a point <br />south of old U. S. Highway 50 and east of Santa Rita Road, and <br />the removal of water from wells leased from the U. S. Government <br />and located south of old U. S. Highway 50 and east of Hopyard <br />Road, some distance west of the point of recharge; and <br /> <br /> WHEREAS, water pumped from said U. S. Government wells is to <br />be transported to points north of old U. S. Highway 50 via a <br />pipeline in Hopyard Road; and <br /> <br /> WHEREAS, said plan is different from the original Zone No. 7 <br />plan involving the drilling of wells east of Santa Rita Road, <br />south of U. S. Highway 50 in the vicinity of the intersection of <br />Santa Rita Road and the Southern Pacific Railroad right-of-way, <br />thence transporting the water by pipeline already installed by <br />Zone No. 7 northerly parallel to the Southern Pacific Railroad <br />right-of-way to points north of old U. S. Righway 50; and <br /> <br /> WHEREAS, the City of Pteasanton in 1960 purchased certain <br />extensive rights to the export of water from the basin from the <br />City and County of San Francisco, said rights including the <br />majority of the area south of U. S. Highway 50, and between <br />Foothill Road and Santa Rita Road and beyond; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of the <br />City of Pleasanton hereby expresses to the Board of Directors, <br />Zone No. 7, Alameda County Flood Control and Water Conservation <br />District, the following views regarding said Zone No. 7's water <br />recharge and pumping program: <br /> <br />The City of Pleasanton is not opposed to the service of <br />water by Zone No. 7 to the Valley Community Services <br />District. <br /> <br />2. The City of Pleasanton.is, howeyer, concerned regarding <br /> the method by which said water is delivered to the <br /> Valley Community Services District. <br /> <br />The City of Pleasanton has grave doubts as to the <br />validity of the Zone No. 7 plan which would recharge <br />water into the ground water basin at a point some dis- <br />tance from the point at which water would be removed <br /> <br />-1- <br /> <br /> <br />
