CITY OF PLEASANTON COUNTY OF ALAI~DA STATE OF CALIFORNIA RESOLUTION NO. 3429 EXPRESSING DISSATISFACTION WITH THE METHODS OF GROUND WATER RECHARGE AND PUMPING BEING UTILIZED BY ZONE NO. 7, ALAMEDA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT. WHEREAS, Zone No. 7, Alameda County Flood Control and Water Conservation District and Valley Community Services District are about to enter a contract providing for the delivery of water from Zone No. 7 facilities to the Valley Community Services District; and WHEREAS, the method proposed to be utilized by Zone No. 7, for the delivery of said water involves the recharge of imported Sacramento River water into the ground water basin at a point south of old U. S. Highway 50 and east of Santa Rita Road, and the removal of water from wells leased from the U. S. Government and located south of old U. S. Highway 50 and east of Hopyard Road, some distance west of the point of recharge; and WHEREAS, water pumped from said U. S. Government wells is to be transported to points north of old U. S. Highway 50 via a pipeline in Hopyard Road; and WHEREAS, said plan is different from the original Zone No. 7 plan involving the drilling of wells east of Santa Rita Road, south of U. S. Highway 50 in the vicinity of the intersection of Santa Rita Road and the Southern Pacific Railroad right-of-way, thence transporting the water by pipeline already installed by Zone No. 7 northerly parallel to the Southern Pacific Railroad right-of-way to points north of old U. S. Righway 50; and WHEREAS, the City of Pteasanton in 1960 purchased certain extensive rights to the export of water from the basin from the City and County of San Francisco, said rights including the majority of the area south of U. S. Highway 50, and between Foothill Road and Santa Rita Road and beyond; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Pleasanton hereby expresses to the Board of Directors, Zone No. 7, Alameda County Flood Control and Water Conservation District, the following views regarding said Zone No. 7's water recharge and pumping program: The City of Pleasanton is not opposed to the service of water by Zone No. 7 to the Valley Community Services District. 2. The City of Pleasanton.is, howeyer, concerned regarding the method by which said water is delivered to the Valley Community Services District. The City of Pleasanton has grave doubts as to the validity of the Zone No. 7 plan which would recharge water into the ground water basin at a point some dis- tance from the point at which water would be removed -1-
