BACKGROUND <br /> Staples Ranch is a subdivision proposed by Alameda County Surplus Authority. The <br /> property is bounded by the Arroyo Mocho on the south, 1-580 to the north El Charro <br /> Road to the east and residential subdivisions to the west (see attached vicinity map). <br /> On August 24, 2010, and September 7, 2010, the City Council certified the Stoneridge <br /> Drive Specific Plan Amendment, Staples Ranch EIR and related environmental <br /> documents, approved various agreements, and introduced ordinances approving the <br /> Development Agreement for Staples Ranch and the Planned Unit Development Plans <br /> for PUD-57 (Hendrick Automotive Group), PUD-68 (Continuing Life Communities), and <br /> PUD-80 (Neighborhood Park). On September 21, 2010, the City Council adopted the <br /> Staples Ranch Development Agreement and the above-mentioned PUDs. <br /> On October 27, 2010, the Planning Commission approved the application for a Vesting <br /> Tentative Map to subdivide the approximately 124 acre Staple Ranch site. The 124 <br /> acre site will include a 46 acre Senior Continuing Care Community, a 37 acre auto mall, <br /> an 11 acre retail/commercial center, a 5 acre Neighborhood Park and a 17 acre <br /> Community Park; as well as 15 small parcels to be given to adjacent residents on <br /> Vermont Place, as described below. <br /> On April 29, 2011, LAFCo certified the annexation of the property to the City <br /> (Reorganization No. 149 (Staples Ranch)). <br /> The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br /> Final Map and other legal documents for Tract 8020. All submittals are in substantial <br /> conformance with the PUD, development agreement, Specific Plan, EIR and Tentative <br /> Map. The Development fee agreement is in place with Alameda County Surplus <br /> Authority and a signed Subdivision Agreement has been submitted. <br /> DISCUSSION <br /> Proposed Improvements <br /> Tract 8020 includes the extension of Stoneridge Drive from it present easterly terminus <br /> at Trevor Parkway easterly to El Charro Road. A new north and south travel lane bridge <br /> will be constructed as part of these roadway improvements over the Arroyo Mocho. In <br /> addition to Stoneridge Drive extension, one additional public street will be constructed, <br /> Stoneridge Creek Way. This street provides access to the Continuing Life Communities <br /> (CLC) and the parking lot for the neighborhood park. The medians within the <br /> Stoneridge Drive and Stoneridge Creek Way will have bio-swales for storm water <br /> treatment as required by the State Regional Water Quality Control Board. The median <br /> on Stoneridge Creek Way will be maintained by CLC. <br /> The storm water for the entire Staples Ranch development will be collected in a <br /> detention basin that has been integrated into the neighborhood park. Around the <br /> perimeter of the storm water detention basin is a walking/jogging trail. (see attachment <br /> No. 3). <br /> Page 2 of 3 <br />
