Small Parcels to Homeowners <br /> The very small lots, A-O, are adjacent to the 15 existing lots on Vermont Place and are <br /> 19± feet wide. As proposed, after the Final Map is recorded these small lots will be <br /> transferred to the 15 existing Vermont Place owners (either via separate lot merges or a <br /> lot line adjustment process) by Continuing Life Communities. The Vermont Place <br /> residents requested the transfer, and the transfer is consistent with the Stoneridge Drive <br /> Specific Plan Amendment/Staples Ranch. <br /> The Final Map has an offer of dedication for a future sidewalk along the westerly side of <br /> El Charro Road. This sidewalk will not be built at the present time since there is not <br /> currently an option for pedestrian crossing at El Charro Road and 1-580. If the City <br /> determines at a later date the sidewalk is necessary, the City can accept the offer of <br /> dedication. Staff also updated the Water Supply Assessment (WSA) completed as part <br /> of the Stoneridge Drive Specific Plan/Staples Ranch EIR and verified that sufficient <br /> water supply is available for the project. <br /> Discretion to Deny the Final Map <br /> The approval of a Final Map when the Final Map substantially complies with the <br /> conditions of the Tentative Map is a mandatory, ministerial act. (Government Code, <br /> Section 66474.1). Put another way, a Final Map shall be disapproved only for failure to <br /> meet conditions that were applicable at the time the Tentative Map was approved.
