extremely low income persons), as well as provisions included in the Settlement <br /> Agreement in the matter of Urban Habitat v. City of Pleasanton as they relate to <br /> addressing special needs housing, housing for large families, facilitating development of <br /> housing by a non-profit developer and presenting an annual report regarding housing to <br /> the City Council. The approaches for addressing these topics as discussed by staff and <br /> the Housing Element Task Force are as follows: <br /> • Meeting the requirements for allowing emergency shelters "by right" and <br /> consideration of supportive housing and transitional housing as a housing land <br /> use: Goal 20, Policy 46 and Program 46.1 relate to the satisfaction of emergency <br /> shelter, supportive housing and transitional housing requirements of SB2, and <br /> commits the City to revising the zoning ordinance to address these requirements <br /> within one year of Housing Element adoption. <br /> • Addressing the Settlement Agreement— Resolution 10-390: The Housing Element <br /> Task Force reviewed the following draft programs (under Goal 19, Policy 45) <br /> addressing the requirements of the Settlement Agreement: <br /> o Identify the level of need for special needs housing, including housing for <br /> low income non-senior adults with disabilities,that is not being met in the <br /> community. (Program 45.1). <br /> o Consider utilizing the City's Lower Income Housing Fund to provide low <br /> interest loans to retrofit existing residential units for the purpose of <br /> developing very low and low income rental units with three bedrooms for <br /> large families. (Program 45.2). <br /> o The City will coordinate a workshop with non-profit developers and owners <br /> of sites to be rezoned to accommodate affordable housing at 30 units per <br /> acre for the purpose of facilitating discussion regarding potential <br /> opportunities, programs, financial support, etc. The City will utilize its lower <br /> Income Housing Fund to assist with the acquisition of a site, or other <br /> financial support, to assist with development of an affordable project with <br /> three bedroom units with families by a non-profit housing developer. <br /> (Program 45.3). <br /> o As part of the City's Consolidated Annual Performance Evaluation Report <br /> approval, or other time deemed appropriate by the City Manager, the City <br /> Manager will present a report regarding the City's efforts to fulfill Resolution <br /> 10-390, the success of the efforts and the plan and proposals to attract well <br /> designed affordable housing for families with children in the future. <br /> (Program 45.4). <br /> Other amendments to the 2003 Housing Element Goals, Policies and Programs which <br /> have been made in Attachment 2 include: <br /> • Review and consider amending development requirements of the existing Second <br /> Unit Ordinance as they relate to parking and heights, and other requirements, to <br /> encourage the development of second units (Program 6.3); <br /> Page 4 of 9 <br />
