FINANCIAL STATEMENT <br /> There is no direct financial impact related to City Council authorization to submit the Draft <br /> Housing Element to HCD. Further comment will be made on this topic at the time the <br /> City Council considers rezoning of specific sites. <br /> BACKGROUND <br /> In October 2010, the City Council confirmed an 11-member Housing Element Task Force <br /> with the mission to oversee the update of the City's Housing Element, with a focus on the <br /> following: <br /> • Provide recommendations on potential sites to rezone to accommodate high <br /> density multifamily development sufficient to meet the City's share of the regional <br /> housing need; <br /> • Address requirements for homeless, transitional and supportive housing as <br /> required by State housing law; <br /> • Develop a non-discrimination policy and program and otherwise comply with the <br /> requirements relating to the Housing Element in the Settlement Agreement in the <br /> matter of Urban Habitat v. City of Pleasanton; <br /> • Undertake outreach to the Pleasanton community to obtain feedback on housing <br /> strategy choices. <br /> After nine Task Force meetings, three community workshops, input from housing experts, <br /> and extensive community input at Task Force and community meetings, and via e-mail, <br /> the Housing Element Task Force recommended a draft list of potential sites for rezoning <br /> and goals, policies and programs for the 2007 to 2014 Housing Element. These <br /> recommendations were discussed and amended by the Housing Commission and the <br /> Planning Commission as described previously. <br /> The purpose of the City Council's review at this time is to consider the list of potential <br /> sites to be rezoned to multifamily densities, and to review the adequacy and <br /> appropriateness of the Preliminary Draft Housing Element Goals, Policies and Programs <br /> prior to submittal to the California Department of Housing and Community Development <br /> by August 16, 2011. <br /> Attachments to this Agenda Report include the Draft Housing Element Background <br /> Report (Attachment 1) which includes the data and analysis required by state housing <br /> law and the Preliminary Draft Housing Element (Attachment 2) which includes highlights <br /> of the background information together with the Goals, Policies and Programs and is <br /> formatted to be inserted in the City's General Plan document. <br /> DISCUSSION <br /> Housing Element Programs: Staffs recommendation to the Housing Element Task Force <br /> was to retain many of the programs included in the 2003 Housing Element with <br /> adjustments and refinements where necessary. The Goals, Policies and Programs also <br /> address legislative mandates enacted since the 2003 Housing Element (related to the <br /> provision of emergency shelters, transitional and supportive housing, and housing for <br /> Page 3 of 9 <br />
