Staff to broaden the scope of Goals 5 and 11 by removing or not including words <br /> related to build-out. <br /> During the meeting, staff also was directed to make minor changes to the documents, <br /> such as removing the word complex from "senior center complex" in the Background <br /> Report and clarifying in the title of the Potential Sites for Rezoning Map that additional <br /> rezonings in Hacienda Business Park have already occurred. These changes are <br /> reflected in the draft documents included in this agenda packet. Draft minutes for the <br /> Housing Commission meeting are included as Attachment 3. <br /> PLANNING COMMISSION ACTION <br /> At its meeting on June 22, 2011, the Planning Commission recommended approval of the <br /> Draft Housing Element, including the Goals, Policies and Programs and potential sites to <br /> the City Council and the Growth Management Sub-Committee, and also recommended: <br /> • That letters received from East Bay Housing Organizations (EBHO) and Citizens <br /> for a Caring Community be referred to staff for further analysis and <br /> recommendation to the City Council; <br /> • The following changes to the list of sites: <br /> o Site 7, Gateway: Change from 10 acres at 30 units/acre (300 total) to 7 <br /> acres at 30 units/acre and 3 acres at 23 units/acre (279 total); <br /> o Site 8, Auf de Maur/Rickenbach: Change from 5.3 acres at 30 units/acre to <br /> 11.5 acres at 30 units/acre; <br /> o Site 13, CM Capital Properties: Change from 12.6 acres at 23 units per <br /> acre (290 units) to 3 acres at 30 units/acre and 9.6 acres at 30 units/acre <br /> (311 units) <br /> • That no in-lieu parking fees be accepted for the downtown sites and all required <br /> parking be included on-site; <br /> • That all sites are forwarded to HCD with the caveat that it is the intent to rezone <br /> only the actual needed acreages. <br /> Draft minutes for the Planning Commission's June 22 meeting are included in Attachment <br /> 4. <br /> RECOMMENDATION <br /> Direct staff to make changes as appropriate and submit the Draft Housing Element of the <br /> General Plan to the California Department of Housing and Community Development <br /> (HCD) for review. <br /> Page 2 of 9 <br />
