Diane Birchell thanked the Council for taking the time on such difficult decisions, asked for flexibility and cooperation regarding costs and restrictions on builders in order to achieve a project and cited on-street parking as still an outstanding problem. Becky Dennis said she is pleased to hear of BRE's agreement and compromise with the task force items, the decision for retail on Gibraltar, and appreciates the cooperation of all. John Dahnymple, Sheet Metal Workers Union and Electrical and Plumbers Union, said workers have built every single development in the region, voiced concerns with the working poor, and supported local workers getting fair wages for reinvestment into the community. Patricia Belding voiced Carl Farrington's support who had to leave, and also voiced support of compromises, and said many people are actively looking for and requiring housing. Dolores Bengston thanked the task force and staff for their fabulous work, property owners who have made compromises, and urged the Council to approve the recommendations. Valerie Arkin asked the Council to adopt the task force recommendations, thinks retail around Gibraltar is important and is glad to see the allowance for the parkland. She also asked to add language that states that the Council and school district will continue to work together to address impacts to schools. John Carroll acknowledged BRE's compromises, suggested addressing the issue of office entitlement of 1.3 million additional office space and thinks there should be a review of what offset will be provided when land is used for residential and retail. He personally prefers striped medians for Owens, suggested buildings be phased in, and asked that cones be placed so people do not cross over into striped areas. He hoped for a fairly good size park and for it not be adjacent to a major thoroughfare. Jennifer Pearce, Planning Commission and Hacienda Task Force, said she was doubtful that a 21 member task force could work and is gratified to see the result. Those still present at 11:30 p.m. speaks to that collaborative process. The Planning Commission's unanimous approval of the task force's recommendations also does the same and urged the Council to adopt the recommendations. Mayor Hosterman closed the public hearing. Vice Mayor Cook-Kallio extended thanks to everybody for their participation and made a motion for approval with the added language as presented tonight, as well as the additional language that the Council and school district will continue to work together to address impacts to schools . Councilmember Sullivan seconded the motion with the amendment proposed by Valerie Arkin, thanked BRE for working with the City on outstanding issues and everybody involved in the project. He cited the importance of meeting their commitment for a meaningful process. He recognized this is an economic challenge for the property owner, the Council needs to explore additional funding options for public amenities, Owens Drive, parks, and suggested meeting and brainstorming funding sources. He also would like to explore the labor agreement and how that might fit into the bigger picture in the next phase. Councilmember Thorne thanked BRE for their compromise, discussed his work on Bernal Park where they came full circle back to what the task force recommended.
